Position Description
This position manages advanced engineering, architectural, or construction projects, providing leadership in planning, oversight and compliance with state and federal regulations. Oversees projects objectives, ensures quality assurance/quality control, and maintains project integrity. Work requires extensive contact with agency management, governmental officials and private entities. Employees at this level are virtually self -supervising and assume direct accountability for the work product.
The Essential Duties For a Technical Project Manager I or II Include:
- Responsible for leading and coordinating oversight of multiple technical projects.
- Compiles and distributes project information, status reports, and project budget expenditures.
- Coordinates with other Divisions and Districts on contracting issues and serves as the point of contact for their professional services contracting program.
- Oversees project assignments, determines work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
- Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others.
- Serves as a project leader.
- Serves as project/team leader or assistant project/team leader, which requires coordinating, planning and scheduling during project development and implementation phases.
- Trains professional and technical staff.
- Performs other job responsibilities as assigned. This position requires driving a state vehicle.
Additional Responsibilities for a Technical Project Manager II:
- Serves as a lead worker.
- Directs, develops, implements, and evaluates project budgets, schedules, work plans, resources requirements, and cost estimates and projections.
- Monitors and manages project cost and quality to ensure project is completed within budget and to ensure deliverables are acceptable and fulfill the terms of the project contract or specifications.

Minimum Qualifications:
Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience:
Technical Project Manager I: 5 YEARS construction project management; project management, process engineering and business process improvement methodologies.
Technical Project Manager II: 6 YEARS construction project management; project management, process engineering and business process improvement methodologies.
(Experience can be satisfied by full time or prorated part time equivalent).
Licenses And Certifications:
- Valid driver’s license. This position requires driving a state vehicle.
- May require certification as a Project Management Professional (PMP), Six Sigma Black Belt or one or more change managementdisciplines. The Competencies for a Technical Project Manager I or II Include:
- Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
- Applicable project development (planning, environmental, right of way, design, letting, construction, and project close out) document preparation, review, processing and compliance requirements
Transportation Funding Programs
- Transportation principles and methods for moving people or goods by multimodal (road, air, water) methods, including their relative costs, advantages and limitations
- Leading, assigning, reviewing, and monitoring the work of others
- Using computers and applicable computer software
- Analyze complex information and develop plans to address identified issues

- Public relations for maintaining effective working relationships with individuals and groups, both internal and external
Physical Requirements And Working Conditions:
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
- Standing-prolonged periods of time
- Repetitive Motion-substantial movements of the wrists, hands, and fingers
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
