Description

ASW Analyst supporting the Ship Anti-Submarine Warfare (ASW) Readiness and Effectiveness Measuring (SHAREM) program for the Surface and Mine Warfighting Development Center (SMWDC) in San Diego. This critical analyst role directly contributes to enhancing Navy ASW capabilities through design, execution, and analysis of complex at-sea exercises with U.S. and partner nation forces. The position involves serving as a lead observer aboard naval vessels during international exercises, conducting comprehensive technical analysis, and authoring detailed reports that inform tactical development and fleet readiness improvements. You will serve as a primary contributor to assessing the readiness and effectiveness of ASW systems and developing tactical guidance that strengthens undersea warfare capabilities.

Essential Functions

Exercise Planning & Test Design

  • Design comprehensive test and data collection plans for ASW exercises involving multiple U.S. and partner nation naval platforms.
  • Develop exercise messages and operational communications to support multinational training events.
  • Support exercise planning conferences by providing ASW expertise and technical recommendations for scenario development.
  • Coordinate data collection requirements and procedures to support program objectives for assessing sensor, system, weapon, and countermeasure effectiveness.
  • Assist in obtaining security clearances necessary to install specialized data collection equipment aboard U.S. Navy ships and aircraft.

At-Sea Exercise Execution & Data Collection

  • Serve as lead observer and coordinator aboard U.S. Navy ships, submarines, and aircraft during multi-day exercises.
  • Conduct systematic observation and data collection efforts aboard exercise units to support comprehensive event reconstruction and analysis.
  • Travel internationally to embark vessels in forward-deployed areas.
  • Coordinate complex observation activities across multiple platforms during 4-10 day exercise periods.
  • Support execution of exercise objectives focused on assessing readiness and effectiveness of ASW sensors, systems, weapons, and countermeasures.

Exercise Reconstruction & Analysis

  • Reconstruct detailed exercise events using collected sensor data, performance metrics, and observer reports.
  • Analyze exercise results in accordance with established Analysis Plans and specified Measures of Effectiveness/Performance (MOE/MOP).
  • Apply analytical software tools, including MATLAB and Statistical Analysis Software, to evaluate ASW system performance and tactical effectiveness.
  • Assess the readiness and effectiveness of individual platforms and coordinated group operations against specified performance standards.
  • Conduct tactical effectiveness assessments of sensors, weapons, countermeasures, and integrated force operations.

Technical Reporting & Documentation

  • Serve as primary author of Reconstruction and Analysis reports documenting exercise outcomes, lessons learned, and tactical recommendations.
  • Prepare Cross-Study and Focused Study reports analyzing performance trends and capability assessments across multiple exercises.
  • Contribute to Annual Reports summarizing program achievements, tactical developments, and fleet readiness assessments.
  • Create technically accurate briefings, reports, and correspondence for naval commands, engineering laboratories, and program offices.
  • Document analytical methodologies and performance assessment procedures for program standardization.

Tactical Development Support

  • Support development, validation, and updating of tactics, techniques, and procedures (TTP) through systematic data analysis and performance assessment.
  • Assist in the assessment of emerging technologies to address identified capability gaps through exercise evaluation and analysis.
  • Support the use of modeling and simulation activities for TTP development and validation when applicable.
  • Contribute to tactical guidance development that enhances platform survivability and attack efficiency.
  • Provide analytical support for capability gap assessments and tactical solution development.

Requirements

Experience:

  • 6+ years of Navy experience relating to ship/submarine/aircraft operations and warfare tasks
  • 2+ years of experience in managing Undersea Warfare (USW) projects or programs
  • Experience in the use of analytical software tools (i.e., Matlab, Statistical Analysis Software)
  • Capability for the preparation of briefings, reports, and correspondence that are technically correct
  • Possession of excellent analytical problem-solving skills
  • Ability to act independently while working effectively in cohesive collaborative team environments
  • Exceptional written and communication skills for interaction with military and civilian stakeholders
  • Strong technical analysis abilities for comprehensive exercise reconstruction and assessment

Compliance Requirements

  • Security Clearance: Active SECRET clearance required
  • Citizenship: U.S. Citizenship required
  • Background Check: Must pass NCIS background investigation
  • CAC Requirements: Must obtain and maintain a Government Common Access Card

Physical Requirements

  • Ability to embark and disembark naval vessels using small boats, helicopters, or Carrier Onboard Delivery (COD) aircraft
  • Capability to work in shipboard environments for extended periods during multi-day exercises
  • Ability to travel internationally on short notice and work in various climatic and maritime conditions
  • Physical capability to install, operate, and maintain data collection equipment aboard ships, submarines, and aircraft
  • Occasional lifting up to 25 pounds (equipment/documentation)

Travel Requirements:

  • Extensive international travel required (approximately 25-40%) to support at-sea exercises in forward-deployed areas.
  • Travel involves embarkation periods of 4-10 days aboard naval vessels.
