Position Summary
Technical Systems Integration (TSI) seeks a Senior-Level Operations Analyst with Anti-Submarine Warfare (ASW) technical expertise to support the Naval Surface and Mine Warfighting Development Center (SMWDC) Surface Warfare Technical Division (SWTD) in Dahlgren, VA. This senior analytical role focuses on ASW combat systems development, operational analysis, and technical documentation to enhance fleet ASW capabilities. The successful candidate will provide expert-level analysis of ASW systems, support rapid capability development, and contribute to the advancement of surface force anti-submarine warfare effectiveness.
Essential Functions
Combat Systems Analysis & Development
- Review and provide recommendations on content and presentation for new/emerging Navy/Joint ASW system concepts, tactics, techniques, and procedures publications
- Conduct research and evaluation to support development of ASW weapons and surveillance system capabilities
- Monitor and assess performance of ASW combat and surveillance systems ensuring they meet operational and technical requirements in contested and uncontested environments
- Validate and document that emerging technologies and combat systems components will close identified ASW lethality gaps
Technical Documentation & Collaboration
- Make presentations and write technical reports describing objectives, procedures, and results of ASW studies, analyses, experiments, and investigations
- Review and collaborate on Navy technical documentation related to ASW systems and capabilities
- Identify, document, and present issues related to command and control between fleet units, systems, and sub-systems across ASW mission areas
- Support development of ASW technical publications, system documentation, and capability assessments
Operational Data Analysis & Assessment
- Collect, analyze, and interpret operational, tactical, and system data from fleet units including mission reports, intelligence briefings, and performance metrics
- Analyze data from firing reports and data extraction efforts from real-world, Research, Development, Test & Evaluation (RDT&E), and training events
- Conduct qualitative and quantitative assessment methods to support ASW war-fighting readiness, capabilities, and capacity evaluations
- Support performance analysis and metrics development for ASW mission areas
Capability Development & Requirements Support
- Support Navy Combat Systems development processes with focus on ASW capabilities
- Participate in Rapid Capability Development processes for ASW systems and technologies
- Provide expertise in DOTMLPF (Doctrine, Organization, Training, Material, Leadership, Education, Personnel, Facilities) analysis for ASW mission areas
- Support Navy Test & Evaluation (T&E) processes and contribute to ASW system testing and validation
Requirements
Required Qualifications
Experience:
- 10+ years of military experience with minimum 8 years in Anti-Submarine Warfare mission area
- Strike Group, Fleet, Major Training Command, or Systems Testing Command planning experience
Required Certifications & Qualifications:
- Qualified and experienced in supervisory ASW mission area watch station (Tactical Action Officer, Anti-Submarine Warfare Evaluator, SQQ-89(AV)-15 SONAR Supervisor, or Anti-Submarine Warfare Coordinator)
- Equivalent ASW operational experience on Destroyer Squadron Staff as planner or Staff Tactical Action Officer (STAO) acceptable
Required Technical Skills:
- Experience with qualitative and quantitative assessment methods supporting war-fighting readiness, capabilities, and capacity evaluations
- Proficiency with Microsoft Office suite (Access, Excel, PowerPoint, Project, and Word)
- Experience in Navy Combat Systems development and Rapid Capability Development processes
- Experience in review and collaboration on Navy technical documentation
Required Competencies:
- Understanding of DOTMLPF process and Navy Test & Evaluation (T&E) procedures
- Expert-level knowledge of ASW systems, tactics, and operational employment
- Strong analytical and technical writing capabilities
- Ability to conduct complex system performance assessments and capability gap analysis
Preferred Qualifications
Technical Expertise:
- Experience with SQQ-89(AV) sonar systems and advanced ASW sensor technologies
- Knowledge of ASW weapon systems development and integration processes
- Familiarity with submarine threat analysis and countermeasures development
Domain Knowledge:
- Experience with ASW mission planning tools and tactical decision aids
- Understanding of joint and coalition ASW operations and interoperability requirements
- Knowledge of Navy ASW doctrine development and tactical publication processes
Professional Background:
- Previous assignment to Naval Sea Systems Command (NAVSEA) or Program Executive Office (PEO) organizations
- Experience with Defense acquisition processes and system engineering practices
- Background supporting ASW research and development organizations or test and evaluation communities

Compliance Requirements
- Security Clearance: SECRET (current and active) and TS/SCI eligible
- Citizenship: U.S. Citizenship required
- Background Check: NCIS background check required
- Travel Requirements: Moderate travel up to 30% for fleet support, testing events, and technical coordination

- Ability to work in standard office and technical facility environments
- Extended periods of computer work and detailed technical analysis tasks
- Ability to attend meetings, conferences, and participate in testing events
- Occasional shipboard environment support requirements

- Work Schedule: Monday-Friday, 0730-1600 (40-hour work week)
- Flexible schedule may be required for testing events and fleet coordination
