Specialty Gases Taiwan Operations Director - Job Duties
The Taiwan Operations Director is responsible for the safe, reliable, and cost-effective manufacturing of a range of high-purity gases and chemicals supplied to semiconductor industry customers globally. This role will oversee the well-established manufacturing site in Nanke as the Site Director and manage the newly constructed manufacturing plant in Kaohsiung, facilitating further expansion as production capabilities develop. The Operations Director will also oversee Specialty Gases operations at other manufacturing sites in Taiwan, with potential future oversight of the Zhangjiagang manufacturing site in China.
Key responsibilities include ensuring overall onsite safety and regulatory compliance with environmental and health standards while managing daily operations from incoming materials to outgoing products. The Operations Director will develop and maintain processes and resources to maximize safety, quality, and productivity, collaborating closely with Plant Directors across other Merck businesses and the Kaohsiung Site Director. A primary focus will be on continuous improvement of operational and business processes by leveraging data and digital tools, in collaboration with the Director for Smart Productivity.
Main Responsibilities
Environment, Health, Safety & Security(EHS)
The Operations Director is accountable for all aspects of environmental, health, safety (EHS), and security within the Specialty Gas Plant. Responsibilities include:
- Cultivating a sustainable safety culture with the goal of zero EHS incidents and continuous improvement in safety performance. All EHS risks must be identified, evaluated, and mitigated.
- Ensuring well-trained, engaged employees who proactively identify and address safety risks, making EHS a daily work expectation.
- Achieving full compliance with local EHS legal requirements, government certifications, and necessary permits for site activities.
- Implementing an EHS management system that aligns with corporate policies and procedures, including onsite EHS committees, evaluations for EHS-related investments, and crisis management planning.
Quality and Compliance
The Operations Director will partner with the Quality team to ensure high-quality performance aligned with customer expectations, focusing on:
- Establishing a sustainable quality culture with an expectation of zero quality defects, ensuring all quality issues are identified, evaluated, and resolved.
- Training data-focused employees who prioritize continuous improvement in quality matters, with leadership support for Quality Leaders in maintaining quality systems.
- Maintaining a quality management system (QMS) that meets the needs of semiconductor materials production and handling, ensuring compliance with ISO 9001 and ISO 14001 standards.
- Ensuring ongoing investments in plant and equipment to sustain appropriate quality standards.
Production and Supply Reliability
The Operations Director will collaborate with Supply Chain Planning, Production, and Logistics teams to:
- Ensure adherence to principles prioritizing safety and quality.
- Lead the creation of the yearly operating plan, aligning management team objectives with targets and promoting corporate and business goals.
- Align inventory levels and production capacity to meet demand effectively.
- Ensure all orders meet on-time
- Foster a culture of transparency and collaboration among stakeholders, proactively identifying and addressing supply risks.
- Innovate to improve production efficiencies and cost-effectiveness while monitoring performance indicators and mitigating risks.
- Develop a site master plan and strategic investment plan in coordination with Global Product Management and Technical Operations to stay ahead of demand growth and compliance requirements.
- Stay informed about internal technical developments and external regulatory changes that may impact manufacturing, quality, and compliance.
- Ensure successful technology transfers to and from other sites and partners.
Scope of People Responsibility
- Lead by prioritizing safety, quality, and operational discipline.
- Establish a strong Leadership Team culture.
- Clarify and enforce accountability and responsibility across all organizational levels at assigned sites.
- Implement Human Resource's policies that align with corporate guidance, local regulations, and market conditions.
- Enhance organizational skills through investment in employee development and active participation in talent selection.
- Promote positive employee engagement through open communication and timely resolution of issues.
Site Leader Role within the Business Field Network
- Foster cooperation, learning, best practices, and talent sharing across sites and organizations.
- Collaborate within a matrix structure, recognizing when decisions must be made at the site level or beyond.
Education and Qualifications Required
- Education: Master’s degree or higher in Engineering, Chemistry, or Materials Science.
- Experience: A minimum of 10-15 years of proven professional experience, including substantial people management experience in diverse roles, with at least 5 years in a manufacturing plant management function.
- Technical & Professional Knowledge:
- Preferably from a chemical manufacturing background, with knowledge of semiconductor industry standards and quality expectations, particularly in gas manufacturing.
- Adequate understanding of business management principles, including budgeting, strategic planning, resource allocation, and human resources.
- Strong leadership capabilities, with the ability to attract, motivate, and retain talent, and demonstrated skills in team building and decision-making empowerment.
- High energy, creativity, passion, and self-motivation, with a strong desire to succeed.
- Open and transparent communication style, capable of delivering difficult news while maintaining operational discipline.
- Understanding of supply chain principles to ensure timely production.
- Ability to work effectively across a matrix organization.
- Excellent written and verbal communication skills in both native language and business English.
