Job Purpose:

We are looking for an experienced Business Analyst 5 to support a large-scale project in the public sector. The selected candidate will act as a liaison between business stakeholders and technical teams, leading requirements gathering, documenting processes, writing user stories, and delivering high-quality project documentation. This role requires strong analytical, communication, and Agile delivery skills, along with experience in financial systems.

Requirements

Key Responsibilities

• Collaborate with business partners and technical teams to gather requirements and define IT solution impacts.
• Conduct GAP and SWOT analyses to evaluate current processes and identify improvements.
• Develop documentation deliverables such as:
• Wireframes and mockups
• Context diagrams
• Benefits realization reports
• Business process models and workflow diagrams
• Traceability matrices
• Support Agile practices and ceremonies including sprint planning, backlog grooming, daily scrums, sprint reviews, and retrospectives.
• Use Azure DevOps to manage product backlog, sprint board, and Kanban board.
• Break down business requirements into user stories and acceptance criteria.
• Work on financial system projects, ensuring accuracy and compliance.
• Create test plans and use cases to support QA and UAT efforts.
• Apply Systems Engineering Methodology (SEM) and Project Management Methodology (PMM) in daily activities.
• Ensure alignment with Secure Application Development Lifecycle (SADLC) standards.
• Facilitate workshops and stakeholder meetings to ensure clarity and alignment.

Education & Experience

• 8+ years gathering requirements, assessing business needs, and analyzing IT solution impacts.
• 6+ years preparing technical and business documentation (wireframes, workflows, context diagrams, traceability).
• 4+ years in Agile/SCRUM environments with proven participation in ceremonies.
• 3+ years working with Azure DevOps (backlog management, Kanban, sprints).
• 5+ years experience creating user stories and acceptance criteria.
• 4+ years working as a business analyst on financial systems.

Required Skills

• Expertise in requirements gathering, GAP/SWOT analysis, and solution assessment.
• Strong Agile/SCRUM knowledge with hands-on tool experience.
• Skilled in test planning, test case creation, and QA support.
• Familiarity with SEM and PMM frameworks.
• Knowledge of secure application development (SADLC).
• Excellent communication and stakeholder management skills.

Desired Skills

• Previous experience supporting state or federal government projects.
