Location: Ashburn, VA (National Capital Region)
Clearance Requirement: Must be able to pass a T4 (Public Trust) investigation
Citizenship Requirement: U.S. Citizenship required (Lawful Permanent Residents are not eligible)
Target Salary: $120,000-$130,000
Position Overview:
We are seeking a seasoned Program Manager II to lead a large-scale, 24/7 IT Service Desk operation supporting a federal agency. The Program Manager will serve as the primary liaison between the contractor and government stakeholders, ensuring service excellence, operational efficiency, and compliance with federal standards.
Key Responsibilities:
IT Service Desk Leadership
- Manage a 24x7 IT Service Desk with a team of 50+ personnel.
- Ensure alignment with HDI and ITIL standards for service delivery.
- Oversee staffing, scheduling, and resource allocation to meet SLAs.
Program Management
- Serve as the primary point of contact for the Contracting Officer Representative (COR) and senior government officials.
- Lead program planning, execution, and reporting across all phases of the contract lifecycle.
- Monitor and report on program performance, risks, and mitigation strategies.
- Ensure compliance with contractual obligations and federal regulations.
Operational Excellence
- Implement and maintain quality assurance and performance management frameworks.
- Develop and manage service catalogs and knowledge bases.
- Drive continuous improvement initiatives to enhance service delivery and customer satisfaction.
Team & Stakeholder Engagement
- Provide leadership, coaching, and professional development for team members.
- Foster a collaborative and accountable team culture.
- Communicate effectively with internal and external stakeholders at all levels.
Financial & Contract Oversight
- Manage program budgets, forecasts, and resource utilization.
- Support proposal development, contract modifications, and renewals.
- Ensure cost-effective delivery of services within budget constraints.
Required Qualifications:
- Experience: Minimum of 5 years managing a 24/7 IT Service Desk with at least 50 staff.
- Education: Bachelor’s degree in Information Technology, Business Administration, or related field (or equivalent experience).
- Clearance: Must be able to pass a T4 (Public Trust) investigation. Preference given to candidates with an active or previously adjudicated T4 or T5 clearance.
- Citizenship: U.S. Citizenship required
Preferred Qualifications:
- Experience supporting DHS or CBP programs.
- PMP, ITIL, or HDI certifications.
- Familiarity with federal IT service management environments.
