Fiji Program Support Platform (FPSP)

  • Short term Adviser – 40 days (15 September to 15 December)  
  • Based in Suva, Fiji

Program Overview:

FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.  

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs. 

The Platform has three functional Outcomes:  

  1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
  2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies
  3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management. 

Nap Overview:

The Fiji NAP sets out a whole-of-government and whole-of-population approach with five key strategies (strategic pillars) to comprehensively address violence and commits to work strategically across 13 key influential settings in Fiji to address VAWG holistically in all aspects of public and private life: Education Sector; Universities, technical and vocational colleges; Workplaces and corporations; Sports and recreation spaces; Arts ; Health and Social services; Faith based contexts; Media, advertising and entertainment; Public spaces, transport, infrastructure; Legal, justice and corrections; Informal sector; Disciplined Forces; Traditional institutions and entities.  

Implementation of the NAP is supported by UNFPA as the technical partner, with program support from the Platform. 

Position Summary:

The Sport Safeguarding Advisor supports the NAP Coordination and Implementation Unit (CIU) by assessing sports and gender equality programs gaps and contributions to the NAP, developing a brief engagement plan, codes of conduct and safeguarding advice, and building the capacity of the NAP Coordination and Engagement Unit team to engage effectively with the education sector to prevent VAWG. 

The Sport Safeguarding Advisor will have direct reporting to line to the Fiji NAP National Coordinator and will work in close collaboration with the NAP Coordination and Implementation Unit team, and the Platform GEDSI and Safeguarding teams.   

Key Responsibilities:

  1. 1. Code of conduct assessments 
  2. 2. Develop codes of conduct and safeguarding guidelines and advice  
  3. 3. Capacity building and knowledge transfer 
  • Review codes of conduct and safeguarding policies for each sporting code, donor and government safeguarding policies. 
  • Draft a brief report with findings. 
  • Based on the document review, draft good practice sporting codes of conduct and safeguarding guidelines that are aligned to Fiji Government and DFAT safeguarding and Child Protection Policies. 
  • Facilitate a workshop for sporting codes to provide feedback on draft code of conduct and guidance. 
  • Finalise code of contact and guidance. 
  • Provide training and information sessions on safeguarding to interested sporting codes. 

Key Deliverables:

  • Brief assessment report of existing initiatives, programs, and opportunities at the intersection of sport, gender equality, and violence prevention in Fiji and lessons learned.
  • Sport sector engagement plan aligned with NAP outcomes and priorities. 
  • Code of conduct and safeguarding guidelines, adapted to interested sporting codes. 

Key Working Relationships

  • NAP Coordination and Implementation Unit 
  • Platform Safeguarding team and GEDSI Focal Point 
  • Sport administrators 
  • Ministry of Youth and Sports 
  • Key partners and stakeholders such as UN Agencies, private sector, relevant government officers.  

Selection Criteria:

  • Experience working in sport, gender equality, and/or VAWG prevention. 
  • Strong knowledge of primary prevention, safeguarding, and child protection, related to sport or youth programs. 
  • Familiarity with the Fiji or Pacific sporting organisations. 
  • Strong written skills and experience drafting safeguarding policies, and guidance for government stakeholders and sport administrators. 
  • Experienced in developing and delivering safeguarding training. 
  • Stakeholder engagement skills.
