Fiji Program Support Platform (FPSP)

  • Based in Suva, Fiji

FPSP Overview:

FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.  

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs. 

  1. The Platform has three functional Outcomes:  
    The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments. 
  2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies. 
  3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management. 

IPP Overview:

The Institutional Partnerships Program partners with the Government of Fiji (GoF) to deliver assistance in targeted areas where Australia is well placed to support Fiji’s democratic and economic resilience: through government twinning partnerships, technical assistance and grants that can be mobilised quickly to support Fiji’s ongoing stability, prosperity, and resilience to shocks.

Position Summary:

The HRMIS and Business Process Systems Developer will support the Government of Fiji and the IPP team of the Strategic Workforce Planning and Business Process Improvement to develop custom IT systems that automate the core business processes that have been improved as part of the BPI framework. In consultation with the Ministry of Civil Service (MCS) and the Ministry of Communications (MoC), the Business Process Systems Developer will support the IPP Business Process Improvement team to design and implement IT systems in line with the BPI framework to improve whole of government service delivery. They will work alongside developers from the Government of Fiji. 

The BPI Team had received a request from the Permanent Secretary Ministry of Women Children and Social Protection to digitize the minute approval process and a developer is required to generate a system which will eliminate the current manual process by having an automated workflow process through a system which can be tracked by specific users. 

A long-term developer will be required to support the current BPI project and other digitization requests from the Ministries to the IPP team

The HRMIS and Business Process Systems Developer is responsible for supporting the HRMIS Technical Adviser to roll-out modules across the Ministries. The HRMIS and Business Process Systems Developer is responsible for analysing, designing, programming, debugging, and modifying software enhancements and new modules for the HRMIS and Employee portal. The HRMIS and Business Process Systems Developer will work with the Government of Fiji HRMIS user groups and stakeholders to ensure that the HRMIS solution is developed (coded) and configured (including reporting) in accordance with the intended business requirements, adhering to standard processes and procedures.

Key Responsibilities:

  • Developing rapid prototyping demonstrations of HRMIS modules and new systems.
  • Analysing, designing, programming, debugging, and modifying software enhancements and new modules for MWCSP and new systems.
  • Prepare systems documentation and user manuals for the new systems in line with agreed business processes.
  • Develop and test new applications, reports, and enhancements, ensuring compatibility and interoperability of in-house systems.
  • Design and develop a digital platform for the Ministry of Women, Children, and Social Protection (MWCSP).
  • Work together with the Institutional Partnership Program BPI Team to confirm and finalize the business requirements documents and seek support for stakeholder engagement regarding the digitization process.

Key Deliverables: 

  • Meet with stakeholders to verify and confirm the requirements for automation.
  • Confirm and finalize business requirement document with all the stakeholders and the IPP BPI Team.
  • Software development plan: detailed project work plan, with milestones.
  • Create System Design Document.
  • Develop software according to the design specification using established software application standard and best practice.
  • Complete User acceptance training (UAT) and resolve issues with the stakeholders.
  • Prepare Technical Software Documentation, User Guides, User Manuals and conduct training.
  • System Implementation for the Ministry of Housing with all its stakeholders (Financial Institutions)
  • Work in line with all legislations and policies of the stakeholders and handover all completed system with all components to the stakeholder (process owner) after the project it completed.
  • Promote possible integration with existing Government systems.
  • Provide technical advice and assistance as required.
  • Provide technical advice and assistance to Government of Fiji programmers and system developers across the Government agencies.
  • Coordinating User Acceptance Testing (UAT) to ensure the overall efficiency, functionality, and user friendliness of system enhancement/development.
  • Preparing material and providing training and assistance to HRMIS end-users and new business systems following implementation.
  • Create test plans and test the HRMIS modules and new systems.
  • Prepare systems documentation and user manuals for the new systems in line with agreed business processes.
  • Other duties as reasonably required.

Selection Criteria:

Qualifications

  • Bachelor’s degree in software engineering/ Information Systems/ Computer Science or a related discipline from a recognized institution.

Experience, Knowledge and Skills

  • Three (3+) years of experience in software development, preferably in a public service environment and/or an HRMIS system and business systems automation.
  • Demonstrated experience preparing project plans and reports.
  • Experience leading systems testing and designing and delivering user acceptance tests
  • Experience in collecting user requirements and designing modules and new systems.
  • Demonstrated ability to analyse problems and implement innovative solutions using ICT.
  • Ability to interpret user specifications, document user needs and deliver appropriate software to meet user needs.
  • Experience in full cycle implementation of large-scale systems.
  • Experience working in or with the public sector.
  • Working knowledge of HTML5, CSS, JavaScript, jQuery, Bootstrap, C#, .Net Framework, MVC, Entity Framework, RESTful APIs, JSON, SQL.
  • Familiar with the following tools: Visual Studio, MS SQL Server, Camunda Modeler, Microsoft TFS, Android Studio, Eclipse.
  • Following skillsets would be advantageous; Telerik Control Suite, Kendo UI, Xcode, Xamarin, TFS, VSTS, SQL Server Reporting Services, SQL Server Integration Services, Microsoft Azure and Power BI.

Personal Attributes

  • Good understanding of all areas of information systems with a technical understanding of HRMIS application.
  • Able to work without close supervision, driven and results orientated.
  • Technical knowledge of programming, system design and database concepts.
  • Ability to work on problems of diverse scope where analysis of situations or data requires an in- depth evaluation of variable factors.
  • Effective presentation and training skills with the ability to effectively convey technical information to various levels.
  • Strong verbal and written communication skills, including outstanding technical specification documentation skills.
