The Bureau of Health Preparedness (BHP) is one of Ohio Department of Health’s core public health responsibilities. BHP provides direction, support and coordination in preventing, preparing for and responding to events that threaten the public’s health. BHP maintains an all hazards approach in response to natural and man-made disasters, acts of bioterrorism, infectious disease outbreaks and other emergencies that impact the health of the public. 

BHP is seeking one (1) candidate to fill our vacant Financial Program Manager role. This position will manage and coordinate budget and financial program for the Bureau of Health Preparedness and formulate and implement program policies and procedures.

Job Description

What You'Ll Do:

  • Oversees funding sources supporting assigned programs and assures adherence to relevant and proper fiscal policies.
  • Monitors and provides direction and technical assistance to Bureau Chief in the implementation applicable regulatory changes to ensure compliance.
  • Directs development and monitoring of intra and inter agency agreements.
  • Oversees development and monitoring of program out-of-state travel budget and expenditures. Drafts and/or oversees preparation of summary budget reports for Bureau Chief and program managers.
  • Prepares, reviews and approves all fiscal documents and coordinates preparation of contracts and sub grants.
  • Organizes and reports budget issues.
  • Monitors balances on purchase orders and provides Bureau program managers with related updates.
  • Closes purchase orders as required.
  • Verifies programs submit proper supporting documentation and accurate coding.
  • Generates and maintains daily fiscal reports.
  • Establishes and oversees maintenance of fiscal controls and monitors fiscal records.
  • Coordinates and monitors implementation of necessary requirements to obtain federal funding and sub grant funding.
  • Oversees management of appropriate funds and reviews requests for continued funding.
  • Develops proposals and administers program projects.
  • Directs development of state budget process and programmatic budgets for assigned bureau and offices.
  • Develops final budget for approval by Bureau/Office chiefs.

Qualifications

  • 54 mos. exp. or 54 mos. trg. financial administration.

Or

  • Completion of undergraduate core program in public or business administration, accounting, finance or related field; 
  • 30 mos. exp. or 30 mos. trg. in financial administration. 

Or

  • Completion of graduate core program in public or business administration, accounting, finance or related field;
  • 18 mos. exp. or 18 mos. trg. in financial administration. 

Or

  • Equivalent of Minimum Class Qualifications for Employment noted above.
  • NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.

ALL ANSWERS TO THE SUPPLEMENTAL QUESTIONS MUST BE SUPPORTED BY THE WORK EXPERIENCE/EDUCATION PROVIDED ON YOUR CIVIL SERVICE APPLICATION.

Unless required by legislation, the selected candidate will begin at Pay Grade 14, Step 1 of the Exempt Pay Range Schedule ($39.22 per hour), with an opportunity for pay increase after six months ($41.46) of satisfactory performance and then a yearly raise thereafter.
