Job Description:

The Oregon Department of Justice, is seeking an experienced facilities project manager to join the Operations team as a Senior Project Manager (Project Manager 2) to lead high-impact projects across DOJ offices statewide. This is a unique opportunity to oversee complex relocation, constructions, and maintenance initiatives that directly support DOJ’s mission and services for Oregonians.

In this role, you will take ownership of projects from start-finish – A – Z project management - from initiation, planning, budgeting to execution, monitoring and close-out. You will manage facilities relocation and construction efforts, manage leases, guide ongoing maintenance projects, and lead cross-functional teams to ensure projects are delivered on time, within budget, and are aligned with agency needs.

Key Responsibilities include:  

  • Manage and supervise facilities relocation and construction projects which carry a magnitude of risk and complexities in their size and scope, as well as managing and supervising ongoing facilities maintenance projects. 
  • Collaborate with branch managers, division administrators, and executives of the office of the Attorney General to identify and determine the need for a potential relocation or right-sizing of DOJ offices.
  • Consult with DAS Leasing, and Planning & Construction, perform research of possible locations, conduct real estate market research, analyze data, consult and enter into negotiations with landlords/property owners, and develop and manage the project plan that consists of initiating, planning, executing, monitoring and controlling, and finally closing the project.
  • Develop the project budget and decide where approved funding should be allocated and spent.
  • Interact with public officials and be the project voice on behalf of DOJ to vendors, contractors, landlords and citizens. 
  • Assist the Director of Facilities Management & Procurement and serve as building/facilities representative liaison to Department of Administrative Services (DAS) Enterprise Asset Management, landlords/building management companies, and other non-state governmental entities.
  • The work also involves interaction and management of stakeholders and project teams, and internal and external Facilities partners and IT experts.

Our Finalist Must Have

  • Five years of progressively responsible experience related to the class concept; 

OR

  • Four years of progressively responsible experience related to the class concept AND an Oregon Project Management Associate Certification; 

OR

  • Two years of progressively responsible experience related to the class concept AND a Bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field; 

AND

  • A Project Management Professional Certification.
  • Must hold a valid Oregon Driver’s License and have an acceptable driving record.
  • Must possess knowledge in the effective use of databases, word processing and spreadsheet software (MS Office suite), strong written and verbal communication skills, the ability to effectively prioritize and manage work to meet multiple and competing deadlines.  Project Management experience is a requirement and possesses a project management certification.
  • A well-rounded understanding of building codes, construction standards, building infrastructure and environmental control system (ECS) is needed.
  • A solid understanding of state procurement rules is needed, and state contracting classes must be taken within the first 6 months of employment. 
  • Knowledge of AutoCAD is strongly preferred.
  • Knowledge of Smartsheet is strongly preferred.
  • Knowledge of legislative processes and procedures.
  • Knowledge of principles and techniques used in budget management.
  • Skill in estimating resources.
  • Skill in active learning to understand the implications of new information for both current and future problem-solving and decision-making.
  • Skill in managing one’s own time and the time of others.
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Skill in identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.
  • Skill in bringing others together to facilitate and reconcile differences.
  • Skill in management of personnel resources to motivate, develop, and direct teams.
  • Anticipates and plans for different scenarios, concerns and expectations.
  • Must perform duties in a manner that promotes customer service and harmonious working relationships.

Working Conditions

Position requires frequent travel, both in-town and statewide, to attend meetings and address facilities issues.  Requires occasional weekend and evening work.  Requires visits to construction sites with hazardous areas that require such physical abilities as climbing a scaffold, walking onto a catwalk, crouching, bending, and stooping, and where protective clothing is required.  Must be able to lift at least 50 lbs. with or without accommodation. Position requires a valid Oregon driver’s license and an acceptable driving record.
