GENERAL DESCRIPTION:
The Texas Department of Housing and Community Affairs (TDHCA) is seeking a skilled Power Apps / Power BI Developer to maintain, enhance, and support existing business applications developed using Microsoft Power Platform. This senior-level role focuses primarily on sustaining and improving current Power Apps and Power BI solutions, including migrating legacy Excel-based tools into these platforms when necessary. The developer will collaborate with business teams to troubleshoot issues, implement updates, and ensure solutions continue to meet agency needs effectively. The position requires minimal supervision, offering significant latitude for independent judgment and decision-making. A strong understanding of Power Platform best practices, data modeling, and system integration is essential. Knowledge of Salesforce platform is a plus.
SPECIFIC JOB RESPONSIBILITIES:
Maintain, troubleshoot, and enhance existing Power Apps applications and Power BI reports and dashboards.
Provide ongoing support to business users, addressing application issues and implementing improvements.
Migrate legacy Excel-based workflows and reports into Power Apps and Power BI as needed to improve automation and data accessibility.
Analyzes users’ needs and gathers information from agency business teams to develop software requirements and design specifications.
Writes SQL to extract and interface data between systems and to modify database objects in development and test environments.
Coordinates and/or performs complex coding, testing, and debugging of applications as outlined by system requirements.
Writes test plans and prepares test data.
Participates in and leads prototype demonstrations of systems in development.
Leads or participates in development projects and tasks, interacting with agency staff throughout all stages of the software development life cycle.
Provide training and technical assistance to staff on Power Platform applications.
Stay current on Microsoft Power Platform updates and recommend relevant enhancements.
Qualifications
EDUCATION/EXPERIENCE:
- Graduation from an accredited four-year college or university with major course work in computer science and an emphasis on software development. Bachelor’s degree may be substituted for the two of the required four years of work experience.
- Four years of work experience in software development positions building and maintaining custom Microsoft Power Platform applications. (1) Proven experience migrating workflows and reports from Excel into Power Apps and Power BI., (2) Experience developing custom apps, dashboards, and workflows to streamline business processes and provide actionable insights across departments using Power Apps and Power BI, (3) Strong knowledge of Power Automate for process automation., and (4) Proficiency in data modeling, DAX calculations, Power Query (M) transformations, and SQL.
- Power BI/Power Apps certifications a plus
KNOWLEDGE, SKILLS AND ABILITIES:
- Expertise in Power Platform maintenance, support, and enhancement best practices.
- Proficient in Microsoft Power Platform development and tools: (1) Utilize Power Automate (Flow) to create automated workflows between apps and services, (2) Integrate Power Apps with data sources such as SharePoint, Dataverse, SQL Server, Dynamics 365, and external APIs, (3) Design and develop interactive and visually compelling Power BI dashboards and reports, (4) Perform data modeling and DAX calculations to support accurate reporting, (5) Connect to various data sources including Excel, SQL Server, Azure, and APIs, (6) Implement row-level security (RLS), data refresh schedules, and performance optimization, and/or (7) Ability to design and implement RESTful and SOAP-based integrations with external systems.
- Stay current with Microsoft Power Platform releases and assess impacts to current functionality.
- Extensive knowledge of the principles, practices, and techniques of computer programming and systems analysis; of computer operations procedures and systems; and of computer programming languages.
- Skill in developing software in Windows, Unix, and Unix-like operating systems; knowledge of operating system security, file systems, and scheduling utilities; and experience in Unix shell scripting.
- Considerable skill in analyzing problems and devising effective solutions; evaluating information and business processes; coding, testing, and debugging computer programs; and communicating effectively.
- Skill in planning, organizing, and coordinating work assignments to meet frequent and multiple deadlines, in handling multiple tasks simultaneously, and in managing conflicting priorities and demands.
- Skill in effective verbal and written communication of complex technical information to people of varying technical backgrounds.
- Ability to establish and maintain good, professional working relationships with co-workers, management, agency staff, and external contacts.
- Experience working in an Agile framework for software development.
- Strong problem-solving and critical thinking skills.
- Ability to communicate effectively and supervise the work of others.
OTHER PREFERRED SKILLS:
- Experience working in the Salesforce platform. Salesforce certifications are a plus.
- Experience of integration of Power Apps/Power BI with the Salesforce platform.
- Knowledge of the principles, practices, and techniques of developing in Oracle PL/SQL or Java programming languages.
- Knowledge of and experience with XHTML, CSS, JavaScript, web page layout, usability, and accessibility principles.
OTHER REQUIREMENTS:
- Typical office work environment.
- This is not a remote position.It requires working on-site, five days a week. Interviews for this position are also conducted in-person.
- The agency does not provide relocation assistance.
- The candidate should be authorized to work in the US.
- Must be able to use computer for long periods of time.
Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime, if necessary, which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
