About The Program

Deloitte Uganda’s Assurance practice is seeking to recruit a qualified candidate for the position of Monitoring & Evaluation Manager for an anticipated Centers for Disease Control and Prevention (CDC) funded project. The project aims to Strengthen Regional, National, and sub-national Institutional capacities to sustainably combat HIV/AIDS and Tuberculosis under the President's Emergency Plan for AIDS Relief (PEPFAR).

The positions are contingent upon project award, funding availability and approval.

Job Description

Provide technical direction and guidance to the M&E Directorate and oversee the development and improvement of programmatic performance monitoring, data management systems, and data collection tools and procedures for the program. Lead the M&E and Technical teams into robust data analytics capabilities and presentations in various forums. Also oversee the analysis of multiple sources of data that are used to inform the progress of the program, lead the M&E team in target setting and reporting, and build the capacity of the strategic information team.

What you will do

  • Provide technical support for strengthening of local partners for HIV M&E systems across all strategies;
  • Lead the technical quality assurance protocols and processes on aspects of the program. Introduce local knowledge perspectives and facilitate adoption of best practices and lessons learned from national as well as international programs;
  • Oversee teams focused on design and implementation of M&E strategies, data quality assurance, data management and analysis, associated frameworks, and methodologies as well as knowledge management and local technical leadership activities;
  • Provide technical support of all M&E activities conducted by the project and leads efforts to disseminate findings and lessons learned in relation to the desired program outcomes;
  • Support local organisations to develop, capture, consolidate, and report on appropriate identified indicators, targets, plans to evaluate performance and ensure high quality and timely and accurate reporting;
  • Responsible for internal and external communication and monitoring to ensure continuous program quality improvement of project implementation and appropriate information flow to local organisation and other relevant stakeholders; and
  • Any other duties as may be assigned to you from time to time.

Qualifications

Required Qualifications and Experience

  • Advanced degree in Public Health, Epidemiology, Bio-Statistics or related field;
  • Bachelor’s degree in Medicine or related field is preferred;
  • A minimum of seven (7) years relevant working experience with at least three (3) years at managerial level;
  • Previous experience working with a CDC/ PEPFAR/USAID project or international donor;
  • Strong experience in monitoring and evaluating health programs, including the design of M&E systems;
  • Demonstrated experience in conducting quantitative / qualitative research in the health sector and proficient in statistical analysis;
  • Demonstrated experience in capacity building and delivery of technical assistance;
  • Demonstrated experience of working in or supporting Ministry of Health at the national and/ or district level; and,
  • Be a Ugandan Citizen or have a valid work permit to work in Uganda.

  • Proficient in data analysis using statistical software i.e. Stata
  • Proficient in using Microsoft Office applications (i.e. PowerPoint, Word and Excel)
