This position analyzes current and past budgets; reviews and justifies budget requests, and suggest allocation of funds according to spending priorities. Prepare detailed budget charts, graphs, tables, and spreadsheets as needed in support of a variety of budgetary and special projects. Assist with drafting budgets for legislative purposes. The Congressional Budget Manager prepares a “fiscal impact analysis” for any proposed piece of legislation that will have a financial effect on the Osage Nation.
Qualifications
- Bachelor’s degree required in accounting, business, finance, or public administration; Master’s degree preferred
- Comparable work experience will be considered in qualification requirements
- Must be willing to become familiar with the generally accepted accounting principles
- Must be familiar with financial statements, ledgers, and journals
- Must be able to analyze accounting records and reports and prepare concise and relevant reports
- Must have the ability to complete complex tasks
- Must be able to prepare and comprehend analysis reports
- Must be able to operate Office Suite programs
- Must be able to pass a criminal background check
- Must be able to pass drug/alcohol testing
- Must maintain a professional attitude and appearance
- Must have high-level problem-solving skills and be a team builder
- Must possess basic accounting skills
- Must be able to follow written and verbal instructions
- Possess excellent oral and written communication skills
- Must be able to push, pull, drag, and/or tote 50 lbs
- Must be able to work independently and have excellent decision-making skills
- Must be able to transition from one task to another in a quick manner to maintain flow of the legislative process
- Required to perform as a team player
- Must be able to recognize and maintain confidentiality of Legislative documents
- Must be able to maintain composure, tact, and professional attitude during stressful situations
- Must possess the ability to plan, organize and prioritize workload
- Ability to be courteous and respectful to constituents, congressional visitors, members of Congress, and fellow Legislative staff
- Must demonstrate moral character, honesty, and fairness
- Must possess the ability to adapt to change
- Must be able to work extended hours as needed
- Must be willing to travel
- Must be willing to attend training
- Must have excellent organizational skills and have the ability to manage a variety of projects
