Job Description Summary

The Capital Budget Analyst is an integral member of Metropolitan Community College’s Financial Planning and Analysis (FP&A) team, which supports institutional planning, resource alignment, and long-term financial sustainability. This position plays a key role in the planning, development, implementation, and monitoring of the College’s capital budget and Five-Year Capital Plan. The role supports responsible resource allocation, strategic investment in facilities, and regulatory compliance.

Working as part of a collaborative FP&A team, the Analyst partners with Strategic Operations, Facilities Management, Finance, and College leadership to provide actionable financial insights and proactive monitoring that supports the successful execution of capital projects. The Analyst ensures internal stakeholders understand the financial dimensions of capital investments and promotes shared accountability for project funding, expenditures, and reporting.

Proficiency in Workday Finance and Adaptive Planning is essential to monitor capital budgets across multiple fiscal years, supplemented by Excel models for forecasting and scenario analysis. The Analyst also works closely with the MCC Foundation to align donor-supported capital funding with institutional priorities and ensure transparent reporting on its use and impact. This position also contributes to the ongoing development of the FP&A team’s culture of service, shared learning, and mentorship.

Essential Position Functions:

  • Lead Capital Budget Planning and DevelopmentCoordinate the preparation and management of the College’s Five Year Capital Plan. Collaborate with members of the FP&A team and Planning to align capital planning with institutional priorities and develop financial forecasts and investment models using Workday Finance, Adaptive Planning, and Excel.
  • Monitor Multi-Year Project Budgets and ExpendituresTrack and analyze capital project budgets, encumbrances, and funding streams across multiple fiscal years. Work with Facilities staff, project managers, and external partners to validate cost estimates, update cash flow projections, and monitor actuals against approved budgets.
  • Ensure Classification and Capital Accounting AccuracyCollaborate with Financial Accounting to ensure proper capitalization, asset tracking, and classification of restricted and unrestricted capital funds. Maintain documentation related to approvals, project status, and audit readiness.
  • Deliver Reporting, Modeling, and Scenario AnalysisPrepare financial reports, dashboards, and forecasts for college leadership, board members, donors, and external agencies. Work collaboratively within the FP&A team to develop scenario models that support institution-wide planning, project prioritization, and resource allocation.
  • Improve Capital Planning Tools and ProcessesContribute to FP&A team efforts to enhance budgeting tools, workflows, and reporting frameworks. Recommend and implement improvements that advance user-friendly, transparent, and efficient capital financial operations across the College.
  • Coordinate Foundation and External Funding AlignmentPartner with the MCC Foundation to align donor-funded capital support with project timelines and institutional needs. Monitor restricted contributions and provide clear reporting on their application and impact. Support the development of board materials, grant requests, and funding applications.

Knowledge, Skills And Abilities:

  • Strong analytical and financial modeling skills, with demonstrated expertise in multi-year capital budgeting and cost forecasting.
  • Proficiency in Microsoft Excel and experience using Workday Finance, and Adaptive Planning (or similar enterprise budgeting systems).
  • Ability to interpret complex financial data and communicate clearly with both technical and non-technical stakeholders.
  • Understanding of capital accounting principles, facilities planning concepts, and public procurement practices.
  • Excellent organizational, collaborative, and time management skills in a fast-paced environment.
  • Proven ability to anticipate challenges, recommend process improvements, and adapt to changing project conditions.
  • Ability to thrive as part of a team-oriented financial planning environment, with a commitment to shared goals, open communication, and mentoring of colleagues in support of a high-performing FP&A unit.

MINIMUM QUALIFICATIONS FOR EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in accounting, finance, business administration, data analytics, or related field required.
  • Minimum of three (3) years of experience in capital budgeting, multi-year financial planning, or capital project analysis using ERP and planning systems such as Workday and Adaptive.
  • Proficiency in Microsoft Excel and enterprise financial systems such as Workday Finance and Adaptive Planning is required.
  • Experience in a higher education, government, or public sector organization strongly preferred.
  • Knowledge of capital finance regulations and public procurement practices.
  • Familiarity with facilities planning, space utilization, or construction project management.
  • Ability to travel between campuses as needed.
  • Must successfully complete a background check.
