Description
We are seeking a Budget Analyst to join our onsite team in the Washington, DC area. This position will support financial planning, cost estimation, and budget execution for large-scale, mission-critical programs. This role provides critical analysis and reporting that ensures leadership has the insight needed to make informed decisions.
This role is contingent upon funding award and requires onsite presence at the USCG St. Elizabeths campus three days per week.

RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:
- Assist in developing and maintaining cost estimates for programs and projects.
- Support program and portfolio budget planning, tracking, and reporting.
- Prepare financial forecasts, variance analyses, and cost performance reports.
- Provide data-driven insights to program managers and leadership.
- Partner with delivery teams to ensure budget alignment with program execution.
- Ensure compliance with federal budgeting and cost reporting standards.
- Identify trends, risks, and opportunities to improve financial performance.
- Monitor and evaluate performance of spending initiatives. Track spending against budget targets to measure the effectiveness of programs and initiatives.
- Develop budget justification submissions and respond to inquiries generated from budget justification submissions.
Requirements
Key Requirements:
- Bachelor’s degree in finance, accounting, economics, or a related field.
- 2–5 years of experience in budget management, financial analysis, or cost estimating.
- Strong analytical, modeling, and Excel/financial systems skills.
- Excellent written and verbal communication skills.
- U.S. citizenship and ability to obtain and maintain a government security clearance.
Preferred Qualifications:
- Experience with government prog ram budgeting or cost estimation.
- Familiarity with cost estimation methodologies (parametric, bottom-up, analogy-based).
- Exposure to Agile program environments and resource planning.
- Professional certifications in progress (e.g., CCEA, CPA, CFA, PMP).
