Primary Purpose:

Directs the development, implementation, and communication of procurement policies, procedures, and practices; evaluates procurement operations for cost-effectiveness, leverage, and proper assignment of responsibilities; and oversees university-wide sourcing and bidding activities.

Essential Job Functions: 

1. Plans, directs, supervises, and coordinates the work of procurement staff, including hiring, coaching, evaluating, and, when necessary, terminating, in accordance with university policies.

2. Oversees activities related to buying, selling, and distributing materials, equipment, machinery, and supplies.

3. Develops and implements procurement and contract management instructions, policies, and procedures.

4. Reviews, evaluates, and approves specifications for issuing and awarding bids.

5. Resolves vendor or contractor grievances and claims against suppliers.

6. Controls procurement department budgets. Monitors and oversees department budget from inception to fruition to ensure fiscal compliance.

7. Monitors changes affecting supply and demand, tracking market conditions, price trends, or futures markets.

8. Studies usage records and inventory levels of current stock to develop strategic procurement programs that facilitate employee access to supplies.

9. Analyzes market and delivery systems to assess present and future material availability.

10. Prepares reports regarding market conditions and merchandise costs.

11. Maintains knowledge of organizational and governmental rules affecting purchases and provides information about these rules to organization staff members and to vendors.

12. Monitors and follows applicable laws and regulations.

13. Formulates policies and procedures for bid proposals and procurement of goods and services.

14. Identifies and/or select potential sources of services or suppliers to ensure that primary commodities are available in sufficient supply at required consumption rates.

15. Evaluates competitive offerings to determine the overall best offer for a product/service to assist the operating departments and divisions in maximizing the efficiency of their respective functions while mitigating off-contract maverick spend.

16. Directly responsible for the sourcing, bid, and quotation process to include establishing and maintaining online catalogs for common purchases with RFP based contract pricing and terms.

17. Determines appropriate methods of procurement (e.g., blanket order, procurement card, purchase order, etc.).

18. Prepares and develops strategies for negotiations with vendors/contractors.

19. Coordinates the development and distribution of Request for Proposals (RFP).

20. Conducts ongoing supplier visits/evaluations to determine suitability.

21. Directly responsible for fleet acquisition: anticipate lease requirements, negotiate terms and conditions with leasing companies, authorize new vehicle acquisition via RFP process.

22. Develops and maintains NSU's Banner and Ariba Procurement Modules.

23. Develops and initiates creative methods for streamlining the procurement process ensuring end-user satisfaction.

24. Ensures that problems, requests, questions, and orders that are brought to the attention of the Procurement department are satisfactorily addressed.

25. Confers with management on issues related to contract development, terms and conditions, and execution.

26. Provides extended reporting on procurement activity, including sourcing events, awards, annual spend by categories, requisition volume, on-line catalog activity, and annual savings.

27. May represent the VP of Business Services at various university functions and/or meetings.

28. Attends meetings, trade shows, conferences, conventions, and seminars to network with people in other procurement departments.

29. Completes special projects as assigned.

30. Performs other duties as assigned or required.

Job Requirements: 

Required Knowledge, Skills, & Abilities: Knowledge:
1. Administration and Management - Thorough knowledge of business and management principles involved in strategic planning, resource allocation, budgeting, leadership techniques, and/or coordination of people and resources.
2. Personnel and Human Resources - General knowledge of principles and procedures for personnel recruitment, selection, and training.

Required Certifications/Licensures: Certified Public Procurement Professional (CPPP) or ability to obtain within one (1) year from the date of employment.

Required Education: Bachelor's degree

Major (if required: Business Administration, Management, Public Administration, or related field

Required Experience: 1. Minimum eight (8) years’ experience direct procurement management,

-OR-

Ten (10) years of direct procurement management experience.

2. Prior supervisory experience.

Preferred Qualifications: 

1. Certified Professional in Supply Management (CPSM) designation.
2. Extensive procurement management in a university environment.
3. Extensive medical procurement management experience in a large clinical and acute care (hospital) setting.
4. Experience with e-commerce tools.
5. Experience with SAP (Ariba) or other ERP systems.
