We are seeking a Data Steward in support of the Data Transformation Solutions (DTS) TTO. This individual will work closely with data owners, data custodians, data modelers, thread engineers and other stakeholders to ensure the quality, integrity and useability of the data. The Data Steward helps to define and maintain the standards, procedures and monitors and reports on data updates and compliance issues.
Applies systems engineering principles throughout the systems life cycle phases: Concept, Development, Production, Utilization, Support, and Retirement. Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts. Communicates with other program personnel, government overseers, and senior executives. Responsibility for the technical integrity, quality, and completeness of work performed and deliverables associated with one or more of the 25 process areas defined by ISO/IEC15288:
•Technical Process Area - Stakeholder Requirements Definition, Requirements Analysis, Architectural Design, Implementation, Integration, Verification, Transition, Validation, Operation, Maintenance, and Disposal;
•Project Process Area - Project Planning, Project Assessment and Control, Decision Management, Risk Management, Configuration Management, Information Management, and Measurement;
•Enterprise (Organizational Project-Enabling) Process Area - Project Portfolio Management, Infrastructure Management, Lifecycle Model Management, Human Resource Management, and Quality Management;
•Agreement Process Area - Acquisition and Supply.
**This position requires PRIVAC. Candidate must have a current (within 7 years) poly and/or currently possess the minimum level of PRIVAC required for this role (NSYS). When submitting candidates, please confirm their poly/PRIVAC status.
Due to federal contract requirements, United States Citizenship and position appropriate security clearance is required. (e.g. Active TS/SCI security clearance with agency appropriate polygraph).

Capabilities

  • Understand and manage semantic rules and collaborate with Technical Experts to develop and refine these rules
  • Write explicit semantic rules using the Semantic Rules Validator rules engine syntax
  • Test and troubleshoot semantic rules and support customers in evaluating and testing data samples for compliance
  • Create and maintain rule text files specific to mission domains
  • Develop sample data files for syntactic testing and create formal test plans to assess semantic and syntactic validator products
  • Publish and manage schemas, Data Element Dictionaries (DEDs), Overview Guides (OVGs), and Implementation Guides
  • Manage the distribution of publications and guides to partners
  • Oversee registry management, including shared registries
  • Develop and maintain schema sanitization recipes
  • Prepare and distribute public announcements related to data format artifacts

Required Qualifications

  • TS/SCI with agency appropriate poly
  • A Bachelor’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus fifteen (15) years of systems engineering experience.
  • OR
  • A High School Diploma or GED plus nineteen (19) years of general system engineering experience (any Process Area).
  • OR
  • A Master’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus thirteen (13) years of systems engineering experience
  • OR
  • A PhD in a Qualified Engineering Field or a related discipline from an accredited college or university plus thirteen (13) years of systems engineering

Required Technical Skills

  • Experience and knowledge of enterprise data, data flow and architecture
  • Working knowledge of JSON, XML and other data formats.
  • Experience with data modeling practices
  • Familiar with Jira and Confluence
  • Excellent communication, collaboration and problem-solving skills
  • Able to work independently and with a team
  • Strong attention to detail and quality review
  • Strong documentation skills
  • Able to clearly and effectively disseminate complex information to stakeholders
  • Experience with data warehouses, databases, data visualization, data analytics, and Excel
