Position Summary:
The PEAQS Project Coordinator reports directly to the Principal Investigator for the National Science Foundation funded project. This position provides financial analysis, projections, interpretation of policy, budget management, planning and review of project financials, and works as the project coordinator for a multiple site project. The Grant Administrator is a temporary, grant funded position.Job Description:
Essential Duties
35% Grants and Contract Administration
- Reviews terms and conditions of grant award and/or contracts affiliated with award and serves as technical information resource to researchers and principal investigator (PI). Ensures all reporting requirements are met under the grant.
- Confers with Office of Sponsored Research, or external funding
agencies to clarify rules and guidelines, explaining compliance requirements to PI, faculty, and staff, as necessary.
- Ensures integrity and conformance to applicable grant standards, implementation, execution, and closing.
- Reviews and verifies grant and sub contracts for accuracy, ensuring audit trail requirements are met. Reconciles transactions: tracks errors and makes corrections; balances accounts, reviews purchasing documents for appropriateness and approvals.
- Requests journal vouchers and payroll redistributions/corrections as needed from the Payroll office
- Assists in purchasing processes related to the grant including reallocating p card charges, assisting with travel forms, and vendor payments as needed. Ensures expenditure compliance over duration of the award period.
- Provides current and historical budget data, compares current account balances with budget limits and prepares reports; adjusts budget accounts according to established procedures and in accordance with National Science Foundation grants and contracts.
- Reports financial status and project status to PI monthly or as needed. Complies with additional reports, as requested.
- Works closely with the Grants Accountant in the Office of Sponsored Research on close out activities.
- Reviews invoices, checks for PI approval, appropriateness to award, verifies account codes and funds available.
- Monitors subrecipient contracts for compliance; works with Senior Accountant on modifications to contracts related to changes in budget or personnel, and provides technical assistance for annual distribution of funding over the six year project.
25% Accounting, Reporting, and Budgeting
- Provides analysis and interpretation of accounting records for grants and contacts. This involves compiling and maintaining detailed records of grant activities, and reconciling/auditing those records against the College accounting system.
- Tracks errors and helps to process corrections, allocates costs appropriately, informs PI of current and projected status of accounts, terms and conditions of the grant/contract award and ensures expenditure compliance over the duration of the award period and in relation to the College’s fiscal year.
- Extracts financial data and reports from the College’s financial information systems.
- Reviews invoices, checks for budget authority and appropriateness, verifies account codes and availability of funds
- Clarifies rules and regulations, explains allowable and unallowable costs for grant projects and consults with the Office of Sponsored Research and Federal Relations and/or Senior Accountant as needed.
- Works with Senior Accountant to ensure proper accounting of grant related to the fiscal year end of the College.
- Prepares project beginning budgets; monitors and analyzes budget, conducts revenue forecasting including income from indirect cost return.
- Anticipates and processes budget changes throughout the fiscal year.
- Provides current and historical budget revenue and expenditure data,
- Collaborates with college budget analysts to ensure documentation and understanding of college funding commitments to the department
35% Program/Project Management
- Ordering supplies
- Delivering supplies and materials to appropriate locations
- Onboarding students for research during the Academic Year and for Summer Internships
- Maintaining email group lists and laboratory access for faculty and researchers
- Requesting additions and removals of student access to labs and research spaces
- Assisting the Lab Coordinator in gathering and compiling Safety Data Sheets for chemicals used in lab spaces.
- Establishes and maintains collaborative relationships with other research entities
- Point of contact orchestrating student and faculty exchanges between collaborating partner institutions, including arranging travel.
- Communicates Agency and FLC policy and procedure changes to staff and faculty serviced by NSF PREM.
- Communicates advice and consultation about grant/contract to PI on sponsored projects issues.
- The coordinator is expected to travel to regional and national training conferences, as needed.
- Build and maintain PEAQS website.
- Works with PEAQS Director and Co-PIs to prepare and submit an annual report to the NSF.
5% Grant / Contract Planning and Proposal Development
- Provides consulting and advice regarding grants and contracts submission for faculty and staff to secure funding resources, related to PEAQS supplemental funding. Will work directly with Office of Sponsored Research and Federal Relations in assisting PI in the submission of proposals.
- Provides technical assistance to PI and faculty in the use of Cayuse electronic proposal system for internal routing approval and external submissions.
- Prepares projected proposal budgets using knowledge of FLC rates for payroll expenses and Facilities and Administration (F&A) costs, which may contain confidential salary information, as requested by faculty members.
- Works with faculty and Office of Sponsored Research and Federal Relations in the execution of contracts and grants.
- Reviews grants and contracts submitted to external sponsors.
Minimum Qualifications
- Bachelor’s degree from an accredited college or university
- Two or more years of grant administration experience
- Grant/contract/project coordination experience with responsibility for obtaining and monitoring the use of grant funds and /or administering public or private service contracts
- Familiarity with post-award grant accounting and Federal grant regulations
- Demonstrated experience in fund accounting
- Effective computer skills, especially using Microsoft Office Suites (Excel, Word, Outlook, Sharepoint)
- Ability to set priorities and meet deadlines
- Demonstrated ability in problem-solving, multi-tasking, and time management
- Effective oral and written communication skills
- Experience working collaboratively as part of a team
Preferred Qualifications
- Experience working in higher education or governmental financial reporting
- Knowledge of generally accepted accounting procedures
- Knowledge of or experience with database applications, including Workday and grant processing software (Cayuse)
- Strong communication, analytical, organizational, and people skills
- Expertise in grant/contract administration as well as planning and development
Compensation
The salary range is $56,500 to $62,000r, plus a comprehensive benefits package.
