Job Duties

The Virginia Department of Health's Budget Office is hiring for a Deputy Director of Budget. This position will report to the Director of Budget. Come be a part of this division that will have direct impact on the budgeting across the agency! Position duties are below.


A. Performance Management
• Serves in a managerial/supervisory capacity to conduct performance management activities and ensure onboarding/offboarding and training for staff
• Establishes and reviews work assignments and priorities and implements performance improvement strategies and/or problem resolution for related issues, in conjunction with program management and Human Resource staff
• Ensures relevant training and workplace safety for staff
• Conducts required performance monitoring and appraisals, establishes clear performance expectations, addresses deficiencies in a timely manner, and documents underperformance in accordance with state guidelines
• Supports employee growth through regular feedback, coaching, and professional development opportunities

B. Budget Development
• Manages the budget development process
• Supervises preparation, documentation and forecasting of annual/biennial budgets
• Uses guidance from Governor's Office, Secretary of Health & Human Resources, Department of Planning and Budget and agency priorities to develop budget targets for agency directors/managers
• Directs the development/documentation of audit trails supporting allocation of agency appropriations as appropriate for annual/biennial budgets

C. Budget Execution
• Manages budget execution process, which involves supervising budget team in monitoring budgets, revenues and expenditures; ensures adherence of same to established priorities, policies and regulations internal/external to agency
• Analysis of expenditures/revenue forecasts to establish short/long range budgetary goals
• Provide analysis results and budgetary goals to manager & agency Senior Management Team

D. Informational Presentations & Reporting
• Prepares/delivers detailed presentations to agency management regarding budget status; provides budgetary strategies and recommendations to address budgetary/fiscal concerns
• Prepares specialized reports detailing managements utilization of financial resources by program/office
• Prepares special reports as requested by manager or agency Senior Management Team to assist with resource management, budget control and financial management
• Directs and coordinates the preparation of special reports requested by external entities such as Office of the Secretary of Health and Human Resources, Department of Planning and Budget, Joint Legislative Audit and Review Committee, General Assembly money committee staff, other state agencies and federal government

E. Strategic/Long-Term Planning
• In conjunction with manager, develop short/long term plans/goals for budgetary functions; contributes to long-term financial and strategic planning efforts of agency senior management and identifies opportunities to improve the efficiency/effectiveness of the agency budget process, financial systems and reporting

Minimum Qualifications

• Ability to supervise professional staff in achieving agency objectives
• Considerable knowledge of principles & practices of program budgeting, to include planning, development and execution
• Knowledge of government budgeting and accounting policies and procedures & federal grant budgeting & accounting procedures
• Ability to analyze & interpret a variety of complex documents to reach conclusions, develop solutions & present recommendations to management
• Ability to obtain and synthesize information on agency programs & apply it in the performance of financial reviews
• Ability to communicate professionally & effectively
• Skill in use of Microsoft Office Suite as well as a variety of statewide programs

Additional Considerations

• Considerable experience as a senior budget analyst or senior level administrator with a complex budget and accounting system
