Alaska Northstar Federal is looking for a DBA to join the team on a long-term project to be awarded soon. The Cloud-Enabled Database Administrator (DBA) will provide expert-level administration, optimization, and security of database platforms supporting mission-critical applications within the Oracle Cloud Infrastructure (OCI) environment. The position demands a proactive, customer-centric professional with substantial experience designing, implementing, and supporting database solutions for U.S. government programs, with an emphasis on maximizing system reliability, availability, compliance, and cybersecurity.
The DBA will be responsible for, but not limited to the following:
Database Operations & Administration: Provision, install, configure, upgrade, and maintain mission-essential Oracle database environments in OCI, including Oracle Autonomous Database and related cloud-native architectures. Perform database backup and recovery, high availability configuration, failover testing, routine monitoring, and maintenance operations to assure data integrity and continuity.
Cloud Integration & Migration: Lead or support migration and modernization initiatives moving on-premises or legacy databases into cloud-native or hybrid OCI deployments, leveraging automation and OCI migration services as appropriate.
Performance Monitoring & Tuning: Continuously monitor database and query performance, leveraging native OCI tools and third-party monitoring platforms to identify, diagnose, and remediate performance bottlenecks. Proactively optimize resource allocation, SQL execution plans, indexing strategies, and storage architecture to meet evolving requirements.
Automation & Infrastructure as Code: Develop, maintain, and execute scripts for automated backups, patching, security hardening, cloning, and provisioning of Oracle databases using tools such as Terraform, Ansible, and OCI Resource Manager.
Security & Compliance: Implement and enforce security controls in accordance with DoD RMF, NIST, and FedRAMP guidelines, including encryption at rest and in motion, access controls, audit logging, and vulnerability remediation. Collaborate on the development and sustainment of ATO packages and provide robust evidence for cybersecurity audits.
Disaster Recovery & Business Continuity: Design, document, and regularly test business continuity and disaster recovery plans for database platforms in multi-region/cloud scenarios, ensuring alignment with agency Recovery Time Objectives (RTO) and Recovery Point Objectives (RPO).
Stakeholder Collaboration & Support: Serve as the technical expert and primary point of contact for database-related issues supporting application development, cybersecurity, operations, and government customer teams. Deliver clear, accurate technical documentation, procedural guides, and operational reports.
Continuous Process Improvement: Identify, recommend, and implement solutions to streamline database lifecycle management, increase automation, and improve system security and compliance posture.
Knowledge Management: Maintain up-to-date SOPs, troubleshooting guides, schema documentation, and support materials for onboarding, continuity, and cross-training purposes.
RequirementsCandidate must be a U.S. Citizen
Candidate must have an active DoD Secret Clearance
Candidate must have an active Security+ CE (or equivalent)
Candidate must have at least 4 years of experience in the following:
- Administering Oracle database environments, including recent experience supporting standard and high-availability deployments in Oracle Cloud Infrastructure (OCI).
- Supporting government/Federal contract environments.
- In-depth knowledge of Oracle Database architecture, tools, and utilities
- OCI Autonomous Database and Exadata Cloud Service.
- SQL and PL/SQL coding, scripting (Shell, Python or PowerShell), and database security background.
- Familiarity with automation frameworks including Terraform, Ansible, or similar for database deployment and management.
- OCI native and third-party monitoring/alerting solutions, backup/recovery testing, and incident response.
- Familiarity with DoD, RMF, NIST, and/or FedRAMP compliance mandates and experience aligning database environments to these standards.
- Exceptional verbal and written communication skills, with an ability to produce authoritative technical/troubleshooting documentation and compliance artifacts.
Desired Knowledge, Skills, Abilities
- Bachelor's degree
- Oracle Certified Professional (OCP), Oracle Cloud Infrastructure (OCI) certification(s), or equivalent.
- Experience with database migrations to OCI or other cloud service providers.
- Experience supporting ATOs or database environments for DoD, DHA, VA, or other Federal clients.
- Familiarity with ITIL framework, Agile development, and DevSecOps best practices.
- Knowledge of additional database engines (e.g., PostgreSQL, MySQL, MS SQL Server)
