Description
IT Specialist/Computer Systems Analyst managing the critical Naval Ship Tracking, Reporting and Analysis Tool (NSTRAT) system for Surface and Mine Warfighting Development Center (SMWDC) in San Diego. This position maintains the authoritative data repository for all Ship Anti-Submarine Warfare (SHAREM) and Mine Warfare (MIREM) exercise data on FLANKSPEED IL6 Microsoft Azure cloud services. The specialist ensures the continuous availability of decades of tactical performance data while implementing cybersecurity requirements, supporting real-time exercise analysis, and enabling data distribution to US and allied partners for fleet readiness assessments.
ESSENTIAL FUNCTIONS
System Administration & Operations
* Administer NSTRAT system on FLANKSPEED IL6 Azure cloud infrastructure
* Monitor application services and troubleshoot issues affecting system performance
* Manage user access controls and privileged account administration
* Coordinate with FLANKSPEED hosting services for incident resolution
* Maintain system documentation and standard operating procedures
* Configure automated backup systems and disaster recovery protocols
* Support Virginia Beach NSTRAT location (remotely) for Fleet Training Atlantic
Software Engineering & Development
* Develop and test NSTRAT updates for evolving requirements and enhancements
* Implement quarterly STIG updates, maintaining DoD compliance
* Perform corrective maintenance and bug fixes for system stability
* Create custom database queries and reporting tools for analysis teams
* Develop data migration scripts for exercise data ingestion
* Support integration with complementary systems (Raptor, VOT, MineNet Tactical)
Cybersecurity & Compliance
* Implement Risk Management Framework (RMF) requirements for system accreditation
* Maintain Authority to Operate (ATO) documentation and continuous monitoring
* Apply security patches and vulnerability remediation per ACAS scan results
* Ensure compliance with DoD 8750 and NIST cybersecurity standards
* Manage security controls for CUI and tactical data protection
* Coordinate security audits and penetration testing activities
Database Management & Analytics
* Manage MS SQL Server databases containing decades of exercise data
* Perform database optimization for complex analytical queries
* Support Cross-REM analysis requiring multi-exercise data correlation
* Create data views for analyst access to historical performance metrics
* Maintain data integrity across multiple classification levels
* Archive historical data while maintaining query performance
Data Distribution & Access Control
* Process data requests from DoD partners with appropriate approvals
* Support foreign disclosure coordination for allied data sharing
* Create sanitized datasets for coalition partner distribution
* Manage role-based access controls for 100+ users
* Generate custom data exports for program offices and fleet units
* Maintain audit logs of all data access and distribution
Exercise Support & Integration
* Support real-time data ingestion during 8-12 annual exercises
* Coordinate with at-sea units for data transfer and validation
* Troubleshoot connectivity issues during exercise execution
* Support analyst teams during post-exercise reconstruction
* Maintain exercise metadata and cataloging systems
* Enable rapid data retrieval for time-critical analysis
Requirements
Experience:
* 5+ years managing Navy or DoD computer networks
* 3+ years of experience with Microsoft SQL Server database administration
* Demonstrated experience with cloud-based systems administration
* Experience with DoD cybersecurity requirements and compliance
Required Certifications:
* Azure Administrator Associate (AZ-104) certification
* IAT Level II certification per DoD 8570/8140 requirements (Security+, CCNA Security, or equivalent)
* Ability to obtain additional FLANKSPEED IL6 required certifications
Technical Skills:
* Proficiency in SQL Server administration and T-SQL programming
* Experience with Azure cloud services and administration
* Understanding of Navy network architecture and security requirements
* Ability to troubleshoot complex system and database issues
PREFERRED QUALIFICATIONS
Technical Expertise:
* Azure Database Administrator or Azure Solutions Architect certification
* Experience with FLANKSPEED IL6 environment
* PowerShell scripting for automation
* Python programming for data processing
* Experience with STIGs and SCAP compliance tools
* Risk Management Framework (RMF) implementation experience
Database & Analytics:
* Experience with large-scale tactical data systems
* Data visualization tools (Tableau, Power BI, Qlik)
* Database performance tuning and optimization
* ETL processes and data pipeline development
* Experience with time-series data and track correlation
Navy Systems Knowledge:
* Familiarity with naval tactical systems and data formats
* Understanding of ASW/MCM operational data
* Experience with C4I systems integration
* Knowledge of tactical data links and message formats
* Experience supporting operational analysis teams
Security & Compliance:
* CISSP or similar advanced security certification
* Experience with classified data handling procedures
* Knowledge of foreign disclosure and data release processes
* Understanding of CUI marking and handling requirements
* Experience with continuous monitoring tools
