Role Summary

Digital transformation is increasingly recognized as a critical driver of economic growth, job creation, service delivery and innovation across Africa. Governments are under growing pressure to deliver on ambitious digital agendas but often face challenges in execution, ranging from fragmented coordination to limited delivery capacity. Without dedicated support at the political/policy and operational levels, digital strategies risk remaining plans on paper rather than engines of real-world impact.

To address this challenge, the World Bank and the Tony Blair Institute for Global Change (TBI) have partnered to pilot a new model of delivery support. This model combines the World Bank’s financing, technical expertise, and country partnerships with TBI’s embedded political access, specialized talent (combining technical expertise and political acumen), and proven delivery methodologies. Together, this approach aims to accelerate the implementation of digital transformation initiatives, demonstrate early results through targeted pilot programs, and create a scalable model for future reform efforts.

As part of this effort, a dedicated Senior Advisor - Technology (Delivery) will be deployed in each participating country to drive delivery support, working in close collaboration with government counterparts, World Bank teams, and TBI’s central support structure.

Objectives of the Assignment

The overall objective of the assignment is to accelerate the delivery of digital transformation projects supported by the World Bank and national governments, with a focus on tangible, scalable outcomes that contribute to sustainable growth and development.

Specifically, the Senior Advisor - Technology (Delivery) will:

Strengthen government capacity to implement digital transformation projects by embedding delivery-focused support at the center of government operations. Accelerate progress on World Bank-financed digital projects and other national digital priorities through proactive delivery management, political engagement, and cross-sector coordination. Provide delivery advisory support to facilitate political traction, operational problem-solving, and alignment between government stakeholders, World Bank Task Teams, Project Implementing Units (PIU), Ghana’s Digital Transformation  Office (DTO) and other partners to unblock bottlenecks, pilot innovative solutions, and maintain reform momentum.

TheSenior Advisor - Technology (Delivery) will be embedded at the policy level within the Ministry of Communication, Digital Technology and Innovations, working closely with senior leadership to influence policy direction and institutional reforms. At the same time, the Advisor will also work closely together with digital transformation teams across ministries, project implementation units (PIUs), and sectoral agencies to translate policy commitments into operational results. This dual engagement, at both the strategic and technical levels, is critical to driving whole-of-government digital transformation and ensuring sustained delivery impact.

Value Add for the Approach

Traditional delivery models often struggle to integrate political leadership with operational execution. By embedding delivery expertise directly within government structures and working closely with World Bank-financed operations, this approach aims to:

  • Bridge the gap between political ambition and technical and policy execution.
  • Accelerate progress on key reforms at reduced transaction costs by leveraging existing systems/government machinery and partnerships.
  • Pilot innovative digital solutions (e.g., AI and digital use cases, DPI pilots, regulatory sandboxes) to demonstrate early impact and build momentum for scale.
  • Create a scalable model for digital delivery support that can be adapted across countries.

Scope of Work and Key Responsibilities

The Senior Advisor - Technology (Delivery) will work closely with the Minister, World Bank Task Teams, Project Implementation Unit (PIU), and TBI central and country teams. Responsibilities will include:

1. Delivery Acceleration

  • Support the implementation of World Bank-financed digital transformation projects, ensuring alignment with national priorities and reform plans.
  • Drive execution by establishing or strengthening delivery structures, clarifying roles, setting milestones, and tracking progress against agreed timelines.
  • Proactively identify bottlenecks and risks to delivery, propose solutions, and facilitate problem-solving across ministries and project implementation units (PIUs).
  • Support the design, coordination, and initial implementation of country-specific pilot initiatives in areas such as AI, digital public infrastructure (DPI), and regulatory sandboxes, ensuring they align with national strategies and delivery priorities.

2. Political/Policy and Cross-Government Coordination

  • Engage with senior political leaders to secure ongoing political backing for digital reforms and unblock high-level barriers to implementation.
  • Advise on cross-ministerial collaboration to ensure alignment between digital and sectoral priorities (e.g., finance, agriculture, education, health).
  • Provide advisory support between the Ministry of Communication, Digital Technology and Innovations), World Bank teams, and other stakeholders to maintain momentum on both delivery and pilot initiatives. 3. Embedding Delivery Tools and Best Practices

  • Apply TBI’s delivery model (e.g., Delivery Unit playbook, milestone tracking) and adapt them to country-specific contexts.
  • Integrate pilot design and delivery into the broader delivery ecosystem, ensuring pilots contribute to the acceleration of broader digital transformation goals.
  • Contribute to the documentation of delivery and pilot lessons to inform broader learning under the pilot program.

4. Stakeholder Engagement and Communication

  • Support the organization of targeted delivery sprints, working sessions, leadership roundtables, and pilot project showcases with key government stakeholders and partners.
  • As part of the TBI Ghana team, provide regular updates to the World Bank and TBI central teams on progress, risks, and emerging opportunities.
  • Contribute to joint reporting and knowledge products developed under the pilot.

Expected Deliverables and Outcomes

  • Country-specific delivery plan developed and agreed with government, World Bank, and TBI teams.
  • Strengthened delivery structures or processes established within government for digital transformation initiatives.
  • Accelerated implementation progress on selected World Bank-financed digital transformation activities, as evidenced by achievement of priority milestones.
  • Design, coordination, and early-stage implementation of at least one pilot initiative (e.g., AI use case, DPI solution, regulatory sandbox) aligned with national priorities.
  • Improved cross-government coordination for digital reforms, with clear engagement of sectoral ministries.
  • Regular reporting on delivery progress, pilot project results, risks, and learning captured to feed into the program’s knowledge base.
  • Contribution to at least one case study or early learning report documenting delivery and pilot lessons.

Qualifications and Experience

  • Proven experience supporting government reform delivery, particularly in digital transformation, public sector modernization, or economic development programs.
  • Strong political judgment and experience working with senior government leaders.
  • Technical understanding of digital government, public sector innovation, and/or economic transformation issues.
  • Experience in piloting digital or innovation initiatives (e.g., AI applications, interoperability, public sector innovation, sandbox design) highly desirable.
  • Excellent problem-solving, coordination, and stakeholder engagement skills.
  • Experience working with or alongside international development institutions (e.g., World Bank, bilateral donors) is desirable.
  • Bachelor's degree required; master’s degree in public policy, economics, technology, or related fields preferred.

Reporting and Coordination

  • The Delivery Advisor will report to TBI Ghana Leadership, who are accountable to the WB/TBI Pilot Focal Point and relevant World Bank Task Team Leaders overseeing digital transformation in-country. Day-to-day coordination will be closely aligned with government counterparts in the designated lead ministry.
  • The Senior Advisor - Technology (Delivery)   will be part of a broader cohort of advisors deployed across pilot countries, benefiting from peer learning, technical backstopping, and joint engagement activities.
