POSITION SPECIFICS
We are searching for experienced Engineering Program Managers to join our All-Domain Analytics and Signatures Office (A2SO) of the Applied Research Laboratory (ARL) at Penn State. ARL’s purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC). You will work hand-in-hand with the sponsor to provide high-quality assessments as well as operational and technical solutions to wide ranging joint cyber warfare architecture and technology issues. You will also oversee systems engineering and program management across the Joint Cyber Warfare Architecture (JCWA) portfolio.

You will:
Provide support to the sponsor’s acquisition team
Develop relationships to benefit program goals, evaluate and translate client/faculty needs into projects, and negotiate contracts as needed
Manage cost, scope, and schedule of projects
Support the creation of project plans
Interact regularly with program sponsors, stakeholders, project/program teams, and others in completion of the work
Review progress of projects and recommend, support, and implement improvement strategies where needed
Prepare various reports including budget reports and/or project plans for inclusion in program plans
Provide oversight of budgets, prepare budget analyses and reports n in program plans
Oversee business development
Prepare, review, and approve all financial, compliance, research administration, and contractual transactions and documentation
Required skills/experience areas include:
Demonstrated leadership skills
Ability to represent successful completion of work in an Agile Management systems environment (e.g. Jira, Confluence, GitLab)
Demonstrated ability to meet high quality deliverables in fast paced environments
PMP/CAPM certification
Active security clearance at the TS/SCI level with CI Poly
Preferred skills/experience areas include:
Agile management systems
Demonstrated understanding of DOD contracting

MINIMUM EDUCATION, WORK EXPERIENCE & REQUIRED CERTIFICATIONS
If filled as Engineering Program Manager - Principal Professional, this position requires: Master's Degree 8+ years of relevant experience; or an equivalent combination of education and experience accepted Required Certifications: None If filled as Engineering Program Manager - Senior Professional, this position requires: Master's Degree 6+ years of relevant experience; or an equivalent combination of education and experience accepted Required Certifications: None

SALARY & BENEFITS
The salary range for this position, including all possible grades, is $123,200.00 - $219,600.00.**THE PROPOSED SALARY RANGE MAY BE IMPACTED BY GEOGRAPHIC DIFFERENTIAL**
