MANTECH seeks a motivated, career and customer-oriented Program Management Analyst to join our team in Lexington Park, MD. This is an onsite position.

This position supports NAVAIR’s Systems Engineering Department (SED). SED is a key part of NAVAIR’s efforts to acquire and sustain naval aviation capabilities and plays a crucial role in the development, testing, and support of naval aircraft and weapon systems. Responsibilities include but are not limited to:

  • Delivering comprehensive program analysis support across management, technical, and business functions for major DoD acquisition systems, offering informed recommendations to drive program success

  • Participating in and supporting assigned Program and Integrated Product Teams (IPTs)

  • Collecting, completing, organizing, and interpreting technical and financial data related to aircraft acquisition and product programs

  • Tracking program/project status and maintaining schedules

  • Applying relevant policies and procedures for financial planning

  • Conducting program management and business analysis tasks related to weapon systems acquisition and lifecycle management

  • Utilizing knowledge of Secretary of the Navy (SECNAV), Office of the Chief of Naval Operations (OPNAV), and Office of the Secretary of Defense (OSD) policy and documentation relevant to Planning, Programming, Budgeting, and Execution Process (PPBS), and Military Interdepartmental Purchase Request (MIPRs), Work Requests, Requisitions, Contract Data Requirements Lists (CDRLs), and DD Form 254 (DoD 5000 series) in execution of tasking

  • Some travel up to 25% is required

Minimum Qualifications:

  • Bachelor of Science or Bachelor of Arts degree in a Business, Management, Technical, or Scientific discipline from an accredited college or university (an Associate’s degree and 8+ years of relevant experience may be substituted for a Bachelor’s degree)

  • 4+ years of recent and relevant experience in a program management, technical, or business analysis discipline

  • 2+ years of experience with technical efforts supporting major weapon systems and components development is required

  • Must have experience in processing program acquisition, funding, and contract documentation for military programs

  • Must have experience in program/project management support, earned value management, and scheduling

Preferred Qualifications:

  • Experience with Mission Requirements/Concept of Operations (CONOPs)/ Concepts of Employment (CONEMPs).

Clearance Requirements:

  • Must have an active Secret security clearance.

Physical Requirements:

  • Tasking is primarily computer based.

  • The person in this position must be able to operate and perform tasking on a PC.

  • Must be able to effectively communicate with co-workers, Customers, and management through email, phone, and other virtual communication methods (e.g. TEAMS).


The projected compensation range for this position is $75,700.00-$126,300.00.
