Job Summary:This position serves as primary staff for the Priority Planning Advisory Committee (PPAC). Coordinates public meetings, prepares public meeting notices and meeting packet, distributes information to committee members and interested parties and ensures compliance with ADOT and Open Meeting Law statutes.
It participates in the development and update of the Five Year Construction program, and coordinates with various project selection committees. District Engineers, Council of Governments (COGs), Metropolitan Planning Organizations (MPOs), other agency divisions and local officials.
Responsible for amending, reconciling, and tracking project budget and schedule changes as they occur, and validating transactions made by others. Responsible for developing analysis, reports and presentations and providing information to the Project Review Board {PRB), the Priority Planning Advisory Committee (PPAC) and the State Transportation Board (5TB) and executive leadership.
May also coordinate and track sub-program funding for the AZ SMART Fund, the Resource Allocation Advisory Committee (RAAC) and work with sub-program managers on the status of their programs.
Will participate in managing the State Transportation Improvement Program in coordination with the FHWA and FTA. Provides oral and written presentations to various committees as needed.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:Manage Priority Planning Advisory Committee activities, coordinate public meetings, prepare public meeting notice and meeting packet, distribute information to committee members and interested parties and ensure compliance with ADOT and Open Meeting Law statutes.
Participate in ADOT Project Review Board (PRB), present to, monitor or attend meetings of COGs/MPOs, City Councils, County Boards of Supervisors, Tribal organizations other stakeholders. Represent the division in various planning functions and forums.
Participates in the development and modification of the Five Year Program, coordinate with subprogram managers, district engineers, project managers, regional planners, other divisions and COGs/MPOs. Create, amend, reconcile and track subprograms, project budgets in the STIP, including the Five-Year Construction Program, grants, appropriations and earmarks. Prepare analysis to ensure fiscal constraint. Perform quality assurance checks on the work of other unit employees. Provide technical assistance to internal and external customers.
Knowledge Of:
- Transportation planning and programming processes, including construction project financing, development/design and programming changes.
- Other state/federal MPO (including TMAs) and local planning and programming processes.
- Clean Air Act, including knowledge of various air quality pollutants, State Implementation Plans/revisions, fed/state requirements for developing recommendations for non-attainment areas.
- Working with databases, including entering transactions, data cleansing and generating reports/analyses .
- Developing and implementing quality assurance processes for reconciling and managing large data sets.
Skill In:
- Identify, plan and implement complex work assignments and provide information and recommendations to ADOT Executive Management.
- Manage the programming of highly diverse transportation planning, programming and air quality projects.
- Review and analyze complex fed/state and local regulations for programming and air quality processes.
- Expert written and oral communication skills.
- Develop and test procedures and guidelines.
- Research and analyze project transactions and other topics.
- Proficient in Google Workspace and Microsoft Office.
Ability To:
- Provide excellent customer service to executive management, internal and external customers, consultants, team members, and stakeholders.
- Train and provide guidance to others on complex procedures and topics.
- Develop interpersonal relationships required to interact with representatives from FHWA, FTA, EPA, COGs/MPOs, tribal representatives, and elected/appointed officials and the public.
A Bachelor's degree in Urban Planning, Accounting, or Finance. Prefer previous experience with managing transportation project transactions and reconciliations is desired.
Any combination of training and experience that meet the knowledge, skills, and abilities (KSA's) may be substituted.
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
Valid Arizona Driver's LIcense with acceptable 39 month MVR.
