Job Description

New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

The Office of Strategic Operations (OSO), which reports into the Chief of Staff, is responsible for managing high-priority agency-wide or citywide initiatives that support the growth of emergency management at both our agency and the City at large. OSO works to provide innovative proposals to continuously improve our internal, interagency, and externally facing operations. To accomplish its goals, OSO is organized into three Units: Analysis and Evaluation, Strategy and Innovation, and Continuity of Operations (COOP).

Description of Project/ Intern Responsibilities:
The Strategy & Innovation (S&I) Unit is seeking a college aide to support a project focused on exploring the use of predictive analytics in emergency management. The college aide will assist with identifying use cases, evaluating existing datasets, and assessing the feasibility of applying computational methods to support preparedness and planning across the agency. The project will also involve prototyping a tool or framework for applying predictive analytics, and supporting the planning and testing of its deployment in a real-world emergency management context.

Responsibilities may include, but are not limited to:

- Review internal climate, geospatial, and socioeconomic datasets for relevance to predictive modeling
- Identify potential use cases for predictive analytics within NYCEM operations
- Conduct preliminary research into applicable modeling methods and approaches
- Support the design and prototyping of a tool or framework for predictive use
- Contribute to planning and testing efforts for potential deployment of the tool
- Engage with staff across relevant bureaus to understand current data use and operational priorities
- Draft high-level recommendations and contribute to presentation materials summarizing findings

Preferred Skills:
- Proficient in Microsoft Suite (Word, Excel, Forms, Outlook etc.)
- Strong written, and oral communication skills
- Attention to detail
- Ability to work well in a team

Qualifications

For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.

SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.
