LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group - is implementing the Long-term Exceptional technical Assistance Project (LEAP Global), a mechanism used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

Position Description

The Technical Advisor - Program Coordination and Knowledge Management for TB & Health Security will support the Ministry of Health and Family Welfare (MoHFW) in carrying out life-saving humanitarian assistance (LHA) in full alignment with the new Presidential Executive Order (EO) directives.  The primary focus of the Advisor will be technical leadership to ensure the successful implementation of cost-effective, lifesaving direct service delivery for tuberculosis prevention and treatment.

The Technical Advisor - Program Coordination and Knowledge Management for TB & Health Security will provide strategic technical assistance and advisory support to the Ministry of Health and Family Welfare (MoHFW) of Bangladesh. This position will play a critical role in strengthening the Government of Bangladesh’s capacity to effectively manage and implement U.S. Government (USG)-funded programs in Tuberculosis (TB) and Global Health Security (GHS)—areas central to saving lives and protecting communities from infectious disease threats.

The Technical Advisor will ensure that resources are efficiently used, data is transformed into life-saving actionable intelligence, and lessons learned are shared to strengthen national systems. This role will work closely with the National Tuberculosis Program (NTP), MoHFW divisions, and implementing partners to enhance surveillance, improve case detection and treatment outcomes, and support preparedness and response to health emergencies.

Responsibilities

Program Coordination and Life-Saving Operational Support

  • Coordinate USG-supported TB and GHS programs, ensure TB and GHS activities align and interconnect to directly contribute to reducing TB-related morbidity and mortality and strengthening outbreak preparedness.
  • Serve as central liaison between MoHFW, USG, and implementing partners implementing TB and GHS activities to align life-saving interventions with national priorities and donor commitments.
  • Provide operational and technical support for high-level missions, joint planning exercises, and outbreak response activities.
  • Track decisions, deliverables, and follow-up actions influence timely implementation of critical TB and GHS activities for maximum utilization of resources.

Financial Monitoring and Budget Tracking

  • Collaborate with MoHFW and implementing partners (TB and GHS) to monitor budgets and expenditures of USG-funded activities, ensuring resources are directed to life-saving interventions.
  • Support financial analyses that link funding utilization with health outcomes (e.g., number of TB patients treated, outbreak response timelines).
  • Review and validate partner financial reports for compliance and accuracy, reducing risk of resource gaps that could jeopardize life-saving service delivery.

Consolidated Monitoring, Evaluation, Reporting, and Learning

  • Strengthen data acquisition, validation, and reporting systems for TB and GHS indicators, ensuring accurate monitoring of case detection, treatment success rates, and outbreak response capacity.
  • Maintain dashboards and analytical tools that track life-saving outcomes, identify implementation bottlenecks, and recommend timely corrective measures.
  • Contribute to technical briefs, donor reports, and policy documents that demonstrate the health and survival impact of USG investments.

Consolidated Knowledge Management for Health Security and TB Control

  • Establish systems to capture and disseminate lessons learned, innovations, and best practices that directly contribute to saving lives (e.g., faster outbreak response, improved TB treatment adherence).
  • Facilitate cross-stakeholder information exchange to ensure real-time knowledge flows between MoHFW, USG, and partners.
  • Document and promote success stories where TB and GHS interventions have reduced disease burden, saved lives or strengthened emergency preparedness, reinforcing donor and government accountability.

 

Expected Contribution to Life-Saving Impact

By ensuring effective program coordination, financial stewardship, evidence-based decision-making, and systematic knowledge sharing, this position will help the Government of Bangladesh and its partners:

  • Detect TB earlier and initiate timely treatment, preventing deaths and reducing community transmission.
  • Strengthen national outbreak preparedness and response, minimizing the impact of emerging health threats.
  • Leverage donor resources for maximum health impact, ensuring that every dollar spent contributes to saving lives.
  • Institutionalize knowledge and best practices, building resilient systems that protect present and future generations.

 

REPORTING:

The Senior Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to the U.S. Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the AOR/COR.

 

Qualifications 

  • Advanced degree in public health, economics, health administration, or related discipline.
  • At least 10 years of progressively responsible experience in program coordination, budgeting, and M&E for large-scale health programs.
  • Demonstrated experience with USG-funded health initiatives and host government systems.
