Responsibilities
PRIMARY FUNCTIONS AND RESPONSIBILITIES
Operational
1. Is responsible for, through assigned personnel, the effective management of intraoperative (OR) services. Evaluates daily care and delivery activities and makes operational changes as necessary to improve service levels.
2. In collaboration with Director, develops goals, objectives, policies, and procedures, which meet patient/customer, departmental, and hospital needs.
3. Participates in developing and maintaining intraopertive information systems, techniques and procedures to ensure efficient patient throughput within surgical services.
4. Actively participates on hospital committees addressing operational issues. May develop and provide input into hospital-wide policies or departmental policies that impact across division lines.
5. Develops processes to measure and report OR utilization and productivity.
6. Collaborates with Administration Support Manager and Surgical Scheduling Supervisor to develop new or changed scheduling procedures as needed for new technologies in surgery.
7. Ensures supply and equipment needs of the operating rooms are met by coordinating purchasing activities with the Administrative Support Manager, the NSH Materials Management Department, and the Sterile Processing Manager.
8. Approves all non-stock supply purchases and is accountable to the Director for the supply expense budget.
9. Practices proper safety techniques in accordance with hospital and departmental policies and procedures. Immediately reports any mechanical or electrical equipment malfunctions, unsafe conditions, or employee/patient/visitor injury-accident to Surgical Services Management.
Fiscal Management
1. Develops and submits to the Director for approval, appropriate capital and operating budget and is accountable for the achievement of capital and operating budget objectives within assigned areas of responsibility.
2. Participates in cost containment activities.
3. Demonstrates sound judgement and critical thinking in resource utilization.
4. Evaluates equipment and supplies for appropriate safety and cost effectiveness on a daily basis. Analyzes product and service offerings from manufacturers, group purchasing organizations, and distributors. Identifies alternative contract proposal recommendations to Director for consideration.
5. Evaluates products for financial effectiveness and collaborates with appropriate clinical experts regarding clinical efficacy.
Human Resources
1. In coordination with the Human Resources Department, determines human resource needs and develops or assists in the development of programs to maintain and improve the quality and efficiency of the assigned units.
2. Recruits, hires, orients and evaluates performance of Coordinator(s) and other assigned personnel to assure that department is staffed with individuals who reflect behavior and performance consistent with the hospital’s Mission and Values statement. Has authority to hire, terminate and/or take other disciplinary action as may be deemed appropriate and is in accordance with hospital policy.
3. Develops and administers a master staffing plan for assigned areas in compliance with approved budget.
4. Identifies educational and training needs of departmental staff of individual(s) impacting assigned functions and plans with the Quality Improvement and Education Manager, the Perioperative Educator(s) and other appropriate staff members for the implementation of training needs.
Quality Management
1. Ensures operational compliance with all applicable regulatory and accreditation agencies. Collaborates with the Surgical Services Quality Manager to develop, administer and monitor the departmental Quality Improvement Plan for all assigned cost centers.
Communications
1. Communicates and coordinates with the departments and services on a daily basis to manage operational activities necessary to provide an efficient, quality service. Advises Director of systems problems, which negatively impact or prevent the effective operation of their department.
2. Maintains medical staff communications by interacting regularly with Anesthesia Department and by responding to physician issues or complaints.
3. Interviews new surgeons and discusses pertinent operating policies for effective transition into the NSH medical staff. Communicates specific requests to the appropriate Nurse Clinician.
4. Communicates regularly with departmental staff to disseminate information., which will assist in the safe and effective performance of their jobs. Seeks to create an understanding of hospital-wide performance and direction.
5. Demonstrates effective communications with staff members, peers, surgeons, and anesthesia personnel
6. Contributing to the productivity of the work place.
7. Maintains continuous feedback processes between members of the Surgical Services Managers.
8. Resolves scheduling conflicts and other issues exercising professional judgements in the application of policies and procedures.

PROFESSIONAL DEVELOPMENT AND LEADERSHIP
1. Integrates departmental services with the hospital’s primary functions and departmental strategic goals.
2. Coordinates and integrates services within the department and with other departments.
3. Develops and implements policies and procedures to guide and support the provision of services.
4. Recommends a sufficient number of qualified and competent persons to provide care.
5. Determines the qualifications and competence of department personnel who provide patient care services and who are not licensed independent practitioners.
6. Continuously assesses and improves departmental performance.
7. Maintains appropriate quality control programs.
8. Provides for orientation, in-service training, and continuing education of all persons in the department with the assistance of the Perioperative Educator(s).
9. Recommends technical equipment, department maintenance needs, space requirements and other resources needed by the department.
10. Participates in selecting outside sources for needed services.
11. Contributes to the development of the philosophy, goals and objectives, and policies and procedures, which meet patient/customer, departmental, and hospital needs.
12. Evaluates research findings related to periopertive nursing and participates in active research initiatives as appropriate.
Service
1. Demonstrates service excellence behaviors routinely in encounters with all customers, i.e., co-workers, patients, visitors, physicians, auxilians, etc.
ADDITIONAL DUTIES AND RESPONSIBILITIES
1. Other duties as assigned by supervision.
Qualifications
REQUIRED
- Graduate of an accredited school of Nursing with a minimum of five (5) years intraoperative nursing experience in Nursing, with at least two (2) years supervisory, managerial, or other responsible nursing experience; or an equivalent combination of education, training, and experience.
- Demonstrated proficiency in surgical techniques and procedures.
- Excellent written and oral communications skills.
PREFERRED
- Bachelors Degree in Nursing or Health Care Administration from an accredited college or university.
- CNOR.
- ACLS certification.
