We're looking for a talented individual to join our Risk Team as the Health and Safety Risk Manager, based in Westfield Stratford City. This role is focused on supporting the Head of Risk Management in the effective delivery of the Health & Safety Management System (HSMS), ensuring full compliance with UK statutory obligations and the implementation of industry best practices. A central objective is to achieve the company’s health and safety, fire safety, and environmental goals as outlined in the corporate policy statement. The role also plays a critical part in maintaining the organisation’s certifications for ISO45001 and ISO14001, reinforcing a culture of continuous improvement and operational excellence across all areas of risk management.
What you will be doing…
Business Development and Planning
Oversee and update the HSMS in areas of responsibility to ensure it remains current and relevant to achieve legislative and Business requirements.
Maintain and manage effective risk registers for Westfield Stratford City
Promote and communicate an industry-leading health and safety culture that supports the continued certification of ISO45001 and ISO140001.
Achieve complete cohesion and synergies between UK centres on all operational matters and HSMS-related issues
Deliver annual budgets and long-term forecasting for risk-related expenditure
Support the HofRM by proposing and delivering key maintenance and capital projects
Policies and Procedures:
Create a robust strategy for reviews, inspections and audits of the Business operations and reporting findings to General Managers, HofRisk and HSEC as appropriate.
Assume the centre management lead for risk management audits, environmental audits, insurance inspections and statutory inspections. Ensure all actions arising from audits and compliance visits are closed out within appropriate timescales
Ensure the centre’s emergency response preparedness, including ensuring adequate and appropriate duty manager cover in centres.
Overall responsibility for the centre’s day-to-day risk management in line with the corporate H&S policy and the HofRM
Ensure the centre’s emergency response preparedness, including ensuring adequate and appropriate duty manager cover in centres. (This will include the occasional late evening and weekend Duty work).
Complete monthly management reports and contribute to the risk management group meeting.
Engage and manage consultants as necessary to assist with the delivery of HSMS
Monitor the receipt of Enforcing Authority communications and provide support and advice to the centres on interactions and appropriate responses.
Ensure all Company risk management procedures and processes are implemented and maintained for health and safety, environmental, emergency response and business continuity with continued alignment between centres.
Provide advice and guidance to other departments on health and safety policies and processes.
Accident/ Incident Reporting and Claims Management:
Ensure that accident/incident reports are completed utilising the appropriate recording systems in operation and assist with claims management process and insurers.
Manage the administration of the claims management processes, liaise with insurers, conduct rigorous investigations and ensure all relevant evidence is collated and documented and robust
Monitor and analyse accidents, incidents and claims, identifying and reporting key issues and trends, identifying and implementing corrective actions
Key Stakeholder Relations:
Ensure the contractor management system is correctly implemented and monitored to ensure only authorised contractors access and work in the centre.
Review contract works instructed by other departments and provide guidance and advice to ensure compliance with Westfield policies and procedures
Conduct inspections and audits and ensure that compliance targets for reviews are achieved
Ensure compliance with insurance and centre policies and procedures in the issuing of permits and instruction of system isolations
Attend Construction-led pre-start meetings and convey all Centre Risk Management policies and procedures
Partner with FM to ensure the Fire Safety requirements in relation to the HSMS are achieved through our 3rd party contractor.
Responsible for the period review and updating of the Centre Fire Risk Assessment in partnership with the FM and HofRM.
Training, Development and Team Support
Manage the risk management training programme to support the HSMS and continued achievement of applicable ISO certifications ensuring risk management online training targets are achieved.
Conduct regular Tool Box Talks for centre management employees and provide presentations at team meetings
Identify and suggest new initiatives which advance the Risk Management framework and enhance the centre’s safety environment
Partner with the Westfield London Risk Management team to ensure parity and cohesion at all times.
Identify and introduce new initiatives which advance the HSMS framework and enhance the centre’s safety environment
Undertake Duty Management responsibilities

Fire safety
Responsible for the period review and updating of the Centre Fire Risk Assessment
Work with stakeholders to plan and execute fire evacuation drills and regular Cause and Effect testing. Report on findings and close out issues and recommendations
Provide retailers and other stakeholders with appropriate instruction and guidance in regards to fire safety regulations and procedures.
Maintain the integrity of life safety systems at all times.
Address fire safety issues reported and where required, escalate to the General Manager, HofRM or statutory authorities where relevant
What skills, experience, and knowledge will you need to be successful?
NEBOSH National General Certificate in Occupational Health & Safety or the equivalent. environment
IOSH Managing Safely
Crowd Management Training
Health & safety occupational safety, health and fire safety experience in a retail environment
Intermediate computer skills in Microsoft programs, also any other relevant Risk Management software packages
Proven track history of managing employees/ colleagues
