General Description and Classification Standards
Provides resources and professional assistance to employees for personal problems and maintains the City’s Public Safety Behavioral Health Wellness Unit (PSBHWU) and Employee Assistance Program (EAP) programs and services database and partnerships for all City departments and divisions under the Public Safety Psychologist and Assistant Director of EAP.
Duties and responsibilities include, but are not limited to:
Providing services and consultation with management, labor relations, training and related organizational areas in building ongoing support for BHWU and EAP utilization at every operating level; and providing supportive intervention and direct services to employees at all levels

Works under very general supervision.
Depending on organization structure, may work independently with responsibility for an assigned function or program.
Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.
- Provides professional assistance to employees for personal problems that are affecting or have the potential to affect job performance or general well-being, receives referrals, conducts interviews to assess needs and determine appropriate interventions or services, and gathers and evaluates data.
- Refers individuals to service providers and/or directly provides intervention as appropriate; and provides for case management and follows-up as necessary.
- Supports the City’s CISM programs and incorporates the services of highly skilled mental health professionals or vendors.
- Provides related training and orientation and serves on threat assessment teams in the context of workplace violence.
- Works collaboratively with department personnel to develop operating procedures, trains Peer Support Team members, provides consultation and evaluation on the delivery of services, facilitates program use, assures adherence to program guidelines and attends regular team meetings.
- Provides specialized consultation to managers and supervisors at all levels of the organization on issues related to EAP and CISM in the workplace; and develops and provides training for employees, volunteer EAP facilitators, supervisors, managers and union stewards on a variety of topics related to EAP and CISM.
- Uses independent judgment and discretion in the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards and resolving problems.
- Provides guidance and training as required to lower level, interns, temporary employees, etc.
Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list.
- Knowledge of the principles and practices of EAP and CISM programs in an employment setting including related, problem solving, promotional, training and administrative considerations; knowledge of EAP problem identification and intervention strategies; and knowledge of applicable mental health issues and substance abuse and treatment considerations.
- Skill in effectively communicating and interacting with subordinates, management, employees, members of the general public and all other groups involved in the activities of the assigned department.
- Ability to develop and maintain effective working relationships, both internally with employees, supervisors and management and externally with other governmental and provider organizations and ability to deal with persons of varying cultural and ethnic backgrounds where communications may sometimes be difficult.
Minimum Qualifications
Education and Experience
Bachelor’s degree in social work, counseling, psychology, industrial psychology, sociology or a related field.
3 years of related professional experience in providing professional EAP services to employees or any equivalent combination of education, experience and training which provides the requisite knowledge, skills and abilities for this job.
Preferred Education & Experience
Bachelor’s degree in social work, counseling, psychology, industrial psychology, sociology or a related field and 3-5 years' of related professional experience in providing professional EAP services to employees in a similar sized government setting is preferred.
Licensures and Certifications
None required.

Work Schedule
This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.
