The Opportunity
Abt Global is seeking a temporary, full-time Monitoring, Evaluation and Learning (MEL) Manager to support integrated vector control (IVC) MEL activities on the PMI Evolve project within the Foreign Assistance Team. You will serve an important role on the overall PMI Evolve MEL team, will work directly with country MEL and database managers, and collaborate with the broader Evolve team, to develop and implement robust data collection and data management processes, monitor country activity implementation, collect and analyze data on specified indicators, and generate data-driven deliverables. Strong organizational skills, comfort with using digital solutions, attention to detail, and strong analytic and quantitative database management and report writing skills are critical for this position. You will work under the supervision of the PMI Evolve MEL Director supporting a portfolio of PMI Evolve country programs. This position is temporary and expected to end by January 30, 2026.
Project Description
The PMI Evolve Project supports the U.S. President’s Malaria Initiative (PMI) to plan and implement an integrated vector control strategy with the overall goal of reducing the burden of malaria. Abt has implemented integrated vector control for PMI since 2011, delivering life-saving indoor residual spraying (IRS) and insecticide-treated net (ITN) distribution campaigns. Additionally, Abt’s PMI-funded work manages malaria vector entomological surveillance activities in 20 African countries, and Cambodia, to inform malaria vector control trends, strategies, and impact. The end goal is fighting malaria with proven, life-saving vector control interventions.
Core Responsibilities
- Regularly review IVC data collection, entry, and analyses in assigned country portfolio, including routine data quality monitoring and timely communication of data errors to in-country MEL specialists.
- Establish open communication with in-country MEL technical managers to help troubleshoot any issues that arise and roll-out new tools as needed.
- Ensure all IVC data generated is captured using standard PMI Evolve tools and entered into project-supported DHIS2 and/or other databases on a pre-defined timeline.
- Review and design IVC MEL tools for data collection and reporting, as needed.
- Support generation of routine reports and data visualizations, and thoroughly review and quality check every report submitted to the client for consistency, standardization, and data quality.
- Train country-level MEL staff on data collection, entry, and analytic best practices and standardization.
- Manage the VectorLink Collect DHIS2 database activities for your assigned country portfolio including development, roll-out, and maintenance, serving as the primary point of contact with the database developers.
- Facilitate the sharing of lessons learned across countries to improve programmatic decision-making and implementation excellence.
- Regularly interact with and present MEL findings to project colleagues, PMI, and other stakeholders.
- Experience with programs for mobile and paper-based data collection, analysis, and visualization (such as DHIS2 Android Capture app, Tableau, ArcGIS, etc.)
- Experience and familiarity with US government funded program monitoring and evaluation, and reporting.
- Strong organizational and communication skills and impeccable attention to detail are required.
- Ability to work collaboratively within diverse teams is required
What We Value
- Bachelor’s Degree + Nine years of relevant experience, or Master’s Degree + Seven years of relevant experience, or PhD + Four years of relevant experience
- Master’s Degree in Public Health or other relevant field preferred
- At least 3 years of relevant professional experience in program monitoring and evaluation; significant experience in integrated vector control programs is desirable
- Strong skills in database management, especially DHIS2, MS Excel, MS Access, or other MEL platforms.
- Strong analytic and quantitative database management and report writing skills.
- Fluency or professional proficiency in English required.
