Executive Vice President and Chief Operating Officer Rochester, NY Position Summary

In support of Planned Parenthood of Central and Western New York (PPCWNY)’s mission, the Chief Operating Officer (COO) will oversee the organization's day-to-day operations, embedding Just Culture principles to promote safety, trust, and continuous improvement. This role involves implementing strategic plans, managing staff, ensuring program effectiveness, overseeing financial operations, maintaining compliance, and supporting the CEO in achieving the organization's mission and strategic goals. This role provides vision, leadership, and strategy necessary to ensure the organization has the proper operational controls, administrative and reporting procedures, people, and systems to grow and deliver on the Planned Parenthood mission effectively 

Essential Functions 

Operational Leadership 

  • Manages and optimizes operations for efficient service delivery.  
  • Oversees health services, program delivery, designated internal customer service departments, and impact measurement.  
  • Ensures high-quality clinical operations and customer service.  
  • Aligns decisions with mission objectives. 
  • Develops policies that uphold high standards and ensure compliance.  
  • Coordinates between departments and stakeholders.  
  • Fosters a positive, inclusive work environment. 
  • Team building, translating vision into strategy, and mobilizing people to achieve results.  
  • Strategic Planning: Program development, impact assessment, forecasting, and growth planning 
  • Technology/Systems Improvement: data analysis, systems integration, process optimization, execution excellence, and continuous process improvement 
  • Communication – Communicate effectively to influence others, strong communication and interpersonal skills, and the ability to work well with a diverse group of staff and volunteers 
  • Creative problem-solving and change management skills 
  • Decision making – utilize sound judgment and take responsibility for work and actions 
  • Analytical ability and organizational skills, including priority setting and decision making.   
  • Consistently implement accountability standards throughout the line of supervision and implement corrective action plans when expectations are not met 
  • Has (or develops) a strong understanding of Just Culture principles and their application in the workplace 
  • Experience in promoting a positive organizational culture. 
  • Commitment to the mission and values of the organization 

Financial Management 

  • Develops and manages the annual budget for assigned departments, ensuring financial sustainability.  
  • Monitors financial performance and implements strategies for improvement. Collaborates with department heads and the Chief Financial Officer (CFO).  
  • Develops diverse funding streams through grants and partnerships.  
  • Provides business analysis of services, programs, and facilities to guide sustainable business practices. 

Strategic Planning 

  • Collaborates with the CEO, VP of Organizational Effectiveness, and the Board of Directors to develop and execute long-term strategic plans.  
  • Conducts ongoing assessments and evaluations of organizational performance and strategic initiatives. Identifies and evaluates new market opportunities. 

Community and Stakeholder Engagement:  

  • Builds and maintains stakeholder relationships.  
  • Represents the organization publicly and advocates for our mission. 

Risk Management:  

  • Implements internal controls and audits.  
  • Maintains regulatory compliance.  
  • Develops and administers security functions. 

Change Management:  

  • Communicates changes effectively. Develops phased implementation plans.  
  • Establishes feedback mechanisms and adjusts plans based on the outcomes. 

Facilities Management:  

  • Leads maintenance and development of facilities.  
  • Manages real estate arrangements, design, and construction activities.  
  • Coordinates planning with relevant parties. 

Other Accountability Activities:  

  • Supervises Health Services, Call Center, Programs, Grants, Facilities, Security, Marketing, and other areas as required.  
  • Performs other duties as assigned. 
Requirements

 

Qualifications 

Applicants must possess the following qualifications (or equivalent combination of education and experience): 

Education 

  • Master’s Degree preferred (M.B.A, M.P.A., or M.P.H)  

Experience 

  • Minimum ten years of experience in business operations and management within health care or a related field.  
  • Experience supervising programs and staff. Familiarity with reproductive or related health care, current trends, practice standards, planning, and project management. 

Knowledge, Skills, & Abilities 

  • Financial Management (i.e., budget planning, resource allocation, grant management) 
  • Excellent verbal and written English communication skills required 
  • Must be able to work a flexible schedule with ability to travel to health centers across the agency as needed 
  • Must have reliable transportation and a valid NYS driver’s license not in jeopardy of being revoked  
  • Need to be able to travel between sites and occasionally out of state

  • Ability to travel to all agency locations as assigned

Work Schedule  This position is an exempt position.  Regular schedule will be Monday – Friday with occasional evenings and weekends. Benefits & Compensation At PPCWNY, we are committed to equitable compensation practices and transparency. ?In alignment with these efforts, the pay for this position ranges from $225,000 - $250,000.
