Job Description
The Senior Proposal Pricing Analyst will partner with the Bid and Proposal team providing finance input to new business proposals and leading an improvement in the effectiveness of key processes to drive new business opportunities. Ensures adherence to Federal Acquisition Regulations (FAR), Truth in Negotiations Act (TINA), and company policies and procedures about cost proposal preparation, review, compliance, submission, and updates/revisions. Manage Government audits (DCAA & DCMA) and support customer negotiations.
Qualifications
Responsibilities:
- The role of the Senior Proposal Pricing Analyst is to partner with cross-functional teams to develop competitive and compliant cost proposals.
- The ideal candidate will have worked with government proposals that had multiple products, quantities, and time bases.
- Can work independently and within a team environment to estimate recurring and one-time costs (including NRE, lot charges, minimum order quantities, and first article). Pricing may include Rough Orders of Magnitude (ROM) estimates, Firm Fixed Prices (FFP), and Indefinite Delivery and Indefinite Quantity (IDIQ).
- Ensure proposals are compliant with Federal Acquisition Regulations (FARs) in accordance with company policies.
- Develop and maintain complex cost models, pricing structures, proposal presentations support, and TINA packages.
- Support the implementation and utilization of a standardized Work Breakdown Structure (WBS) that meets the Request for Proposal (RFP), and Statement of Work (SOW) related to cost, schedule, and proposal submittals.
- Apply lessons learned, assessment, and implementation of corrective action/improvements to estimating and pricing processes
- Utilize templates and models to update ProPricer.
- Lead all internal and external (DCAA/DCMA) audits.
Technical Knowledge, Skills and Abilities:
- Experience with ProPricer in a manufacturing environment is desirable.
- Skill in inputting cost elements, managing the proposal structure, utilizing pivot grids, and developing associated reporting within ProPricer is essential for a successful candidate.
- Proficient knowledge of Excel (i.e., basic formulas, look-up functions, pivot tables, filtering/sorting, etc.).
- Knowledge of federal proposal regulations, including but not limited to: FAR, DFAR, and TINA.
- Experience in and responsibility for framing issues, devising appropriate analysis, and developing recommendations and plans.
- Superior analytical, interpretation, and problem-solving skills.
- Strong financial/accounting skills.
- Ability to interact with engineering, operations, and executive-level management.
- Ability to multitask, establish priorities, and organize workload efficiently.
Experience: 5+ years of experience in a manufacturing environment (aerospace/defense industry, preferred).
Education: Bachelor’s degree in accounting/finance or equivalent required.
Travel: If remote, occasional travel to the Tampa, FL site is required.
Security: U.S. Person required (U.S. Citizen or Permanent Resident).
