Position Description
The USAID Office of the Executive Secretariat (ES) is the central coordination and hub for the Office of the Administrator, managing internal communications and external liaison with the White House, National Security Council, State Department, and other federal agencies. The ES management team oversees the Operations and Liaison Teams.
Assigned to the ES Liaison Team, the Management & Program Analyst manages executive correspondence, briefing materials, and travel preparations for the Administrator and Deputy Administrator. Oversees processes for timely, accurate, high-quality responses to correspondence, and serves as a key liaison with Agency bureaus, independent offices, and interagency partners.
Location: Washington, DCWork Type: Full-time/On-siteSalary Range: $132,368.00 - $163,452.94 annually (starting salary determined based on candidate’s knowledge, skills, experience, and education)Clearance: Ability to obtain a Secret clearance; Active Secret clearance preferred.

Responsibilities
- Lead and supervise contractor Program Analysts, resolving escalated issues and providing strategic direction.
- Serve as liaison between ES and the Front Office, both intra- and inter-agency.
- Conduct second-level clearance reviews for documents prior to Front Office submission.
- Determine and manage clearance paths; request additional reviews as needed.
- Edit and format executive correspondence for style, accuracy, and compliance with guidelines.
- Manage and track tasks across bureaus/offices, ensuring deadlines are met.
- Coordinate preparation of briefing books and travel materials; occasionally accompany principals on travel.
- Research and analyze subject matter to ensure quality of work products.
- Manage correspondence using knowledge, case management, and tracking systems.
- Communicate updates and deadlines to staff and leadership with tact and diplomacy.
- Assist and train Agency staff on correspondence systems, clearance processes, and templates.

Qualifications
- Master's degree and/or 10 years relevant experience.
- U.S. citizen; eligible for Secret clearance.
- Excellent English writing and verbal skills; ability to interpret policy and technical documents.
- Proficiency in Google Apps & MS Office Suite.
- Ability to manage multiple priorities in a fast-paced environment and liaise diplomatically with stakeholders.
