Job Description:

The Risk Management Insurance Specialist assists with the development, management, and coordination of the Monroe County BOCC insurance program. This position is responsible for the day-to-day administration of Risk Management activities pertaining to the County’s liability and property insurance, including the procurement and renewal of insurance policies and coverage agreements, and the collection and analysis of documentation and information required to maintain insurance coverage for the County. An employee in this position performs professional-level work under the general supervision of the County Attorney or their designee.

ESSENTIAL JOB FUNCTIONS

  • Oversees the procurement, renewal, and application processes for all property, liability, and other insurance policies held by the County.

  • Reviews and evaluates the County’s insurance policies on an ongoing basis; recommends changes to coverages, policy limits, and other aspects of the insurance program.

  • Coordinates with insurance agents and brokers to implement modifications to insurance policies as necessary.

  • Maintains and updates an accurate schedule of values for County property and auto liability insurance policies.

  • Analyzes the operations of County departments and constitutional offices to assess insurance needs and recommend appropriate coverages.

  • Reviews Certificates of Insurance from County contractors, vendors, and other third parties in collaboration with the Risk Administrator.

  • Assists the County Attorney or designee in preparing the annual Risk Management budget, including estimating anticipated insurance premiums and allocating internal service billings.

  • Ensures timely preparation and submission of required reports.

  • Maintains comprehensive knowledge of applicable federal, state, and local laws and regulations; stays current on new trends, industry practices, and developments in risk management and public insurance.

  • Attends conferences, workshops, and training sessions as required.

  • Demonstrates comprehensive knowledge of liability claims, insurance principles and practices, and the Florida insurance industry, with particular emphasis on commercial property insurance for windstorm, flood, and other tropical hazards.

  • Accurately assesses the adequacy of existing insurance; reviews and recommends insurance requirements for County contracts.

  • Exercises professional judgment and initiative in solving problems and making recommendations or decisions that primarily affect the assigned department but may impact other County operations or stakeholders.

  • Uses analytical and inductive thinking to identify and resolve diverse issues.

  • Trains others and reviews their work as necessary.

  • Operates relevant computer applications and software, including Microsoft Word and Excel.

  • Establishes and maintains effective, professional working relationships with employees, management, the Board of County Commissioners, attorneys, outside agencies, and the general public, demonstrating tact, patience, and leadership qualities.

  • Answers telephones and responds appropriately as needed.

  • Performs other job duties as assigned.

  • In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.

QUALIFICATIONS

Education and Experience:

Certification in the field of Insurance (Chartered Property & Casualty Underwriter [CPCU]), Certified Insurance Counselor [CIC], or Risk Management (Associate in Risk Management [ARM]) is required. Bachelor’s Degree in Business Administration, Finance, or a related field is strongly preferred. Alternatively, five (5) years of progressively responsible experience with insurance administration, adjustment, or brokerage, which demonstrates the applicant’s ability to effectively perform the duties required of this position, may be substituted.

  • Ability to perform professional-level work dealing with data, people, and technology that relates to administrative, technical, scientific, engineering, accounting, legal, or managerial skills. 

  • Ability to follow basic guidelines for operational activities. I make decisions that govern the activities and behaviors of staff members. My work directly impacts other workers, citizens, or both. 

  • Ability to work with less than ten co-workers who are mostly engaged in the same activities as me. 

PHYSICAL DEMANDS

The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:

  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.

  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.

  • Manual Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.

  • Speaking: Expressing or exchanging ideas by means of the spoken word, including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.

  • Talking: Expressing or exchanging ideas by means of the spoken word, including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
