OBJECTIVE OF THE OFFICE/DEPARTMENT
PAHO Country Offices are responsible for ensuring that the Pan American Health Organization / World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables the country/ies to shape the subregional, regional and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation within the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.
ORGANIZATIONAL CONTEXT
The incumbent participates as a member of a multidisciplinary team providing technical cooperation to the Country in the area of HIV/AIDS, STI’s, VH and Vertical Transmission (VT) alongside the CDE/HT and other technical units, supporting the implementation of all technical cooperation activities included in the Unit’s Biennial Work Plan (BWP). He/She is specifically tasked to focus his/her technical work in the PAHO Elimination Initiative Framework regarding HIV/AIDS, STI’s, VH and VT.
SUMMARY OF RESPONSIBILITIES
Under the direct supervision of the Advisor, Health Surveillance, Disease Prevention and Control and the general supervision of the PAHO/WHO Representative, the incumbent will be responsible for, but not necessarily limited to, the following assigned duties:
a) Provide technical support and collaborate in the planning, development, implementation and monitoring of plans, programs and projects related to HIV/AIDS, Viral Hepatitis (VH) and Sexually Transmitted Infections (STI) including those focused on the elimination of vertical transmission with the Unified Health System (SUS), in conjunction with strategic actors, observing the approaches of the social determinants of health, human rights, equity, gender and ethnicity;
b) Provide support as focal point for the Cooperation Agreement between PAHO/WHO and Ministry of Health, State and Municipal Health Secretariats, supporting technical cooperation to strengthen policies, plans, programs and projects related to HIV/AIDS, VH, STI, and elimination of vertical transmission of HIV, syphilis and hepatitis B;
c) Prepare and implement projects, documents, and reports alongside the Advisor, on HIV/AIDS, VH, and STI, including those aligned with the goals of vertical transmission elimination, in line with PAHO's strategic plan and national institutions;
d) Collaborate and provide support to national technical teams regarding requests for technical cooperation, preparation and submission of documentation to PAHO in accordance with operational procedures;
e) Contribute to the development of the Representation’s Biennial Work Plan (BWP) in collaboration with the Advisor, analyzing political, technical and socioeconomic realities related to HIV/AIDS, VH, STI, and vertical transmission elimination indicators and targets;
f) Support the development and updating of project documents and progress reports, including data collection and monitoring of baseline indicators, assessing risks at each stage of its implementation;
g) Support national authorities in strengthening institutional capacity to eliminate HIV/AIDS, VH, STI and vertical transmission focusing on vulnerable population groups through evidence-based interventions, capacity building and collaborative partnerships;
h) Support the Unit Coordinator in the implementation and evaluation of the overall performance of the Projects/Programs/Terms of Cooperation under his/her responsibility, and participate in the inter-programmatic work to achieve the maximum levels of efficiency and effectiveness;
i) Provide technical support and participate in relevant workshops, consultations, expert meetings and training of national stakeholders, including, but not limited to, document development, editing, research and planning (guidelines, technologies, national policies, and technical guidance), with special attention to capacity building for HIV/AIDS, VH, STIs and vertical transmission elimination;
j) Mobilize, with the oversight of the Advisor, financial and non-financial resources, by assisting national authorities in preparing proposals and project plans and by facilitating cooperation, especially in the context of supporting the National Elimination Initiative;
k) Provide continuous support to HIV/STI/VH/TB team of PAHO WDC and contribute to discussions for the preparation, implementation, and monitoring of regional and/or subregional strategies as needed, including those aligned with the Elimination Initiative;
l) Contribute to the organization's representation in technical and political scenarios, as indicated by
the Advisor, promoting PAHO's technical leadership in health;
m) Cooperate and collaborate in providing an integrated technical cooperation with other teams and projects of the CO, in line with the Country Cooperation Strategy;
n) Contribute, when requested, to directly supervise staff (technical and administrative) establishing clear work objectives, providing timely coaching and feedback, and supporting staff development opportunities ensuring a positive teamwork approach;
o) Promote horizontal, south-south and/or triangular cooperation for health development and innovation for strategic advancement of the areas of responsibility, through exchange of resources, technology, experience and knowledge; including the promotion and use of WHO Collaborating Centers (WCC) and the identification of potential new WCC in Brazil;
p) Provide technical support on knowledge management for areas of work assigned, using all the available means for the dissemination of relevant scientific and technical information, sharing of successful practices and results achieved within the scope of technical cooperation, while contributing to position PAHO’s technical leadership in health and preserve the institutional memory;
q) Perform other related duties, as assigned.

TECHNICAL EXPERTISE
- Technical expertise, including knowledge and experience in the areas of HIV/AIDS, VH, STI and VT.
- Knowledge of WHO guidelines and protocols on HIV/AIDS, VH, STI and VT.
- Knowledge and experience on combined prevention and continuum of care for HIV/AIDS, VH, STI and VT.
- Knowledge, competence and experience to develop technical cooperation strategies for strengthening the health sector in the implementation of integral health care actions related to HIV/AIDS, VH, STI and VT.
- Knowledge about the Sustainable Development Goals and their indicators, considering the areas of HIV/AIDS, VH, STI, and VT.
- Technical expertise in expanding strategies to improve access to prevention and care of HIV/AIDS, VH, STI and VT in hard-to-reach sites, such as Amazon area and borders, among others.
- Knowledge and experience in strategies to eliminate vertical transmission of HIV, syphilis and hepatitis B in line with the PAHO Elimination Initiative.
- Strong interpersonal skills, diplomacy, and tact to effectively communicate with senior level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds.
- Strong oral and written professional skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.
EDUCATION (Qualifications)
Essential: A bachelor’s degree in a health science with specialization in public health, HIV/AIDS, VH, STI, VT or any other field related to the functions of the post, from a recognized university.
Desirable: A master’s degree in public health or infectious diseases would be an asset.
EXPERIENCE
Essential: Five years of national experience working in public health, with a focus on HIV/AIDS, VH, STI and VT, including project management and program implementation. Additionally, experience working with multilateral organizations that prioritize health cooperation in these areas.
Desirable: International experience in public health, with a focus on HIV/AIDS, VH, STI and VT with experience in project management and program implementation would be an asset.
LANGUAGES
Very good knowledge of Portuguese with a working knowledge of English and Spanish.
IT SKILLS
Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP), management information systems and knowledge of software programs for qualitative, statistical, and econometric analyses would be an asset. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.
