What You'll Do To Contribute to Agency Success :

The Information Services Division (ISD) is looking for a highly motivated individual to join our team as a Business Analyst. The position will provide analysis of confidential information that will provide written systems analysis and design for tasks that are technical in nature and in full scope of the System Service Request (SSR). The business analyst is responsible for maintaining a direct working relationship with staff, both internal and external to ISD, and is required to develop an understanding of the assigned Business System to an extent that solid business input can be provided to assist in developmental design and issue resolution.

Major duties and responsibilities include but are not limited to:
• Translates requirements into business, functional, and use case documents for relatively small to medium IT projects.
• Coordinate and provide project oversight of multiple projects with varying degrees of complexity for new system development and updates to existing systems.
• Act as primary liaison between ISD department and multiple business units.
• Gathers and documents business requirements for projects of varying sizes and complexity.
• Provides functional expertise to developers during the design and construction phases of projects.
• Maintains business systems standards by applying project management methods, tools, and processes as standard practice.
• Ensure all work in the division is performed in accordance with documented and approved policies, procedures and best practices.
• Attend and participate in project and non-project (classes, seminars, training, demonstrations) related meetings.
• Supports the organization's key business processes and applications and recommends business process redesign where applicable. Provide input for process improvement to documented ISD policies and procedures.
• Provide input into the support of ISD policies and procedures.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
• Methodologies and techniques for systems analysis and design, business process modeling, requirements, gathering, quality assurance, and software development
• Problem solving techniques
• Research techniques
• Business area procedures, policies, and practices
• Working knowledge of Microsoft WORD, Excel, PowerPoint, SharePoint

Skills:
• Complete Software Development Life Cycle, analysis, requirements, design, testing and implementation
• Application of Agency and SDLC Standards
• Developing and executing project work plans
• Strong verbal and written communications
• Development of detailed business requirements and documentation skills
• Creating project documentation effectively
• Clear and properly written and verbal communications
• Excellent interpersonal communication skills

Abilities:
• Prioritizes and plans work activities; sets goals and objectives; uses time efficiently; communicates activities and results as appropriate
• Demonstrated ability to effectively translate user requirements into business, functional and test scenarios for projects of various sizes and complexity
• Responds promptly to customer needs; takes a customer-centric approach to problem solving; solicits customer feedback to improve service; responds to requests for service and assistance; meets commitments; manages difficult or emotional customer situations; fosters relationships
• Demonstrated ability to work closely with business and other diversely talented technologists with a high degree of accuracy and detail
• Interface with users and all stakeholders to determine their evolving needs
• Works with minimal guidance; regularly participates in reviews of assigned and completed tasks
• Work well independently and in a team environment
• Work in a remote setting

Qualifications:

Minimum:
• Bachelor’s Degree and/or 10 years of experience in business analysis or equivalent.

Preferred:
• Experience with broad-based IT systems, Claims and/or Encounters processing systems, Medicaid and/or Medicare experience. PMI certification, Scrum Master a plus.

Pre-Employment Requirements:

• Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
