SUMMARY
Arcticom, a company within the BSNC family, is currently seeking a qualified Compensation Analyst for the Department of State Global Talent Management, Office of Overseas Employment (PERT/OE) supporting the Foreign Service program located in Washington DC.
Wage/ Salary: $82K - $86K
This position is self-managed, works independently at the direction of the government and is directly related to the business operations within the Foreign Service Employee Program. The Compensation Analyst works independently performing his/her primary duties while directly related to providing in-depth and independent compensation and benefit analysis for a minimum of 15 U.S. Missions abroad supporting the Foreign Service Employee Program.
ESSENTIAL DUTIES & RESPONSIBILITIES
The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.
· Develop final documented analysis of salary schedules, allowance and benefit plans for inclusion into LCPs for a minimum of 15 Missions abroad.
· Draft and clear with Management (and other parties) changes to LCPs for a minimum of 15 Missions abroad.
· Maintain thorough electronic files about all work completed in PERTOE using PERTOE’s data storage guidelines and labeling conventions.
· Efficiently, accurately and independently respond to routine to complex compensation and benefits questions from a variety of individuals at varying levels of the State Department and other Foreign Affairs agencies via email, written reports, conference calls, or in-person meetings.
· Provide verbal or written management and project reports to the Government Task Manager within five business days, when requested.
· During the annual compensation review cycle, analyze vendor data and propose compensation and benefit adjustments as needed while demonstrating a thorough knowledge of analytical techniques consistent with Compensation Management guidelines.
· Evaluate client inquiry survey data, local law, and legal opinions for possible revisions to each country’s local compensation plan (LCP) and develop a written summary of analysis in a thorough yet concise manner with appropriate supporting data.
· Use and apply CM templates and guidelines, while demonstrating a comprehensive interpretation of compensation and benefit policy and Department of State (DOS) regulations.
· Conduct or participate in consultations and briefings, preparing accurate briefing notes and tasks within stated timeline. Follow through on assigned inquiries and update the system to reflect the appropriate inquiry status in a timely manner.
· Actively participates in team, division, and office meetings, taking a collaborative approach to identifying methods to streamline and improve processes related to office functions.
· Develops, recommends, edits, or provides constructive input into compensation or benefit policy or guidance materials while displaying a thorough understanding of basic compensation and benefit policies and demonstrates an ability to communicate these concepts at a variety of levels, from LE Staff to Department officials.
· Support the overall office and division goals to adapt to challenges, apply innovative solutions, and continually strengthen our substantive knowledge of relevant policies, regulations and market practices, and fulfill responsibilities in one or more functional area as identified by the Division Chief or Team Lead during the course of the rating cycle.
· Reporting directly to the GPM/Task Manager and COR with administrative updates as necessary. Submits all deliverables to the GPM and COR with mutual agreement as to deliverable's format and delivery date.
· Perform other duties as assigned.

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO’s)
· Current Secret Clearance
· Three years of experience

- Must have excellent, proven independent and discretionary judgement.
· Self-directed and able to work without supervision and ability to work independently within broad goal setting set by supervisor.
· Excellent written and verbal communication skills, inter-personal and time management skills, able to prioritize, and highly organized multi-tasker who works well in a fast-paced environment.
· Willingness to learn and motivated to take on additional projects and solve problems
· In-depth knowledge and proficient computer skills, including Microsoft Office Suite (Outlook, Teams, SharePoint, Word, PowerPoint, and Excel) with advanced spreadsheet functions; scheduling appointments/updating calendars a must
· Proficient skills in applying mathematical, analytical and quantitative methods.
Preferred
· Previous experience in GTM/OE preferred.
· Bachelor’s Degree
· General knowledge of the State Department environment

WORK ENVIRONMENT

This job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.
SUPERVISORY RESPONSIBILITIES
· No supervisory responsibilities.
ADDITIONAL QUALIFYING FACTORS
