General Description of the Programme:
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.
GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.
Overview of the role:
The overall responsibility for this role is to maintain an effective, efficient, compliant, safe and secure operating environment in which GOAL’s team in GOAL offices, where he/she can provide support to the broader programme implementation in the region. This role is responsible for the smooth running of System departments in accordance with GOAL policies and procedures, relevant donor requirements, in country Syria law, and in the spirit of obtaining best Value for Money (VFM). The SLC is a key member of the Management Team who will support and assist the SD in the overall management and leadership of the country programme.
The SLC performs a wide range of duties including some of the following:
RESPONSIBILITIES
General
- Provide leadership and Oversight to GOAL Syria internal field support system departments (HR, Logistics, Procurement, Administration, IT, Compliance and Legal affairs).
- Manage, mentor and coach department managers, ensuring the development and implementation of effective policies, procedures, and best practices to support the delivery of high-quality programmes
- Support the Systems Director (SD) in managing organisational risk in line with the best practices, including reviewing internal controls, monitoring issue logs, conducting regular project risk assessments, and providing guidance to staff.
- Deputies for the System Director when required and undertake any additional duties as mutually agreed with the SD
- Lead and manage process improvement initiatives and innovative projects, while proactively identifying opportunities for operational advancement.
- Ensure effective coordination between programme, finance, and support teams, facilitating clear communication of transport, logistics, and other operational requirements from Programme Managers, and ensuring planning systems are in place to support smooth programme delivery.
- Coordinate, liaise and represent GOAL Syria to internal and external stakeholders
Procurement
- Provide leadership and support to the Field Procurement team,
- Ensure compliance with GOAL Procurement Manual and any other donor requirements,
- Monitor and review procurement ensuring it complies with GOAL and donor procedures achieving best value for money,
- Ensure strong and timely coordination between the procurement teams in Turkey, Jordan and the field sites.
- Support the Procurement Team to manage Procurement Committee meetings,
- Cover SD during the TCOM and PCOM meetings whenever it is requested.
Administration
- Participate in regular reviews of all relevant manuals and ensure that they are implemented
- Support the SD in the management of security and crisis management and IMT.
- Ensure efficient and effective administration systems in line with GOAL policy.
- Manage the office environment and culture to adopt strong and accountable relations among GOAL teams.
- Ensure the office space meets staff needs to implement with GOAL values.
- Facilitate GOAL Fleet movements and office cultures are implemented with Syrian culture and adopt strong relation among the teams
- Ensure Safeguarding rules and regulations are strongly committed by GOAL staff and stakeholders.
IT
- Ensure that the IT planning at a field level reflects programme priorities
- Provide guidance, mentoring and support to the field IT Manager
- Ensure strong and timely coordination between the IT teams in Turkey, Jordan and the field sites.
- Provide support and oversight for IT related issues including adherence to IT guidelines
- Ensure that regular back-ups, security and virus checks are carried out
Logistics
- Provide leadership and support to the Logistics Manager.
- Supervision of all logistical operations at the various field sites: including procurement, supply chain, asset management, fixed asset register, transport and fleet management.
- Monitor and review procurement ensuring it complies with GOAL and donor procedures achieving best value for money
- Ensure strong and timely coordination between the Logistic teams in Turkey, Jordan and the field sites.
- Ensure compliance of field operations with GOAL Logistical Manual and with Donor requirements.
- Ensure internal logistics reports are submitted by the field to Turkey on time
- Ensure that the FLM manages timely negotiation of property contracts and ensures that property is insured, well maintained and secure
- Ensure that the GOAL transport fleet serves the needs of the field
- Ensure with safety and access department the movement in the field is safe and secure for GOAL teams.
Legal Responsibilities
- Ensure all work procedures comply with Syrian laws and regulations.
- Monitor and integrate updates from Syrian government rules and regulations into GOAL’s procedures, ensuring alignment with donor requirements.
- Act as the primary liaison with legal counsel for all consultations required to support GOAL’s operations in Syria.
- Serve as the focal point for legal matters, ensuring timely follow-up and full compliance with Syrian law.
- Coordinate and manage legal issues involving GOAL’s in-country team, headquarters, and external stakeholders, following review and approval by the Senior Management Team (SMT).
- Ensure GOAL’s operations comply with Syrian data protection laws.
- Ensure all decisions agreed on the allegation and internal issues are aligned with Syrian law.
- Act as focal point for all safeguarding matters within System departments.
Reporting
- Follow up on allegations or cases reported through the Accountability, HR, Investigation, and Compliance departments, ensuring appropriate action is taken.
- Ensure that budgets for all systems departments are prepared, approved, and submitted on time.
- Prepare and submit weekly, monthly, quarterly, and ad hoc reports for systems departments, as assigned by the Systems Director.
- Ensure all tax and legal reports required from systems departments to Syrian government institutions are completed and submitted within the designated deadlines.
- Ensure compliance with data protection regulations in accordance with Syrian law, GOAL policies and procedures, and donor requirements, and all related reports are submitted on time.
Other:
Any other tasks that may be assigned by the Systems Director.
Required Experience, Qualifications and Skills:
- Degree in law, Business Administration, IT, Human Resources, Finance, and/or other relevant disciplines.
- Minimum of 5 years of professional experience in accountability, Logistics, HR, Procurement, Finance, Admin, Law or any other operational field as a Line Manager.
- At least 6 years’ work experience in I/NGOs and humanitarian sector.
- At least 3 years’ senior managerial experience (head of department level) in I/NGOs. Or any private sector international companies with senior managerial level.
- Good knowledge of Syrian labour laws, foreign affairs and immigration laws or any other legal field.
- Strong organizational and time management skills with attention to detail.
- Effective interpersonal and communication skills, with the ability to build relationships across teams.
- Ability to maintain confidentiality and handle sensitive information professionally.
- Commitment to workplace diversity, inclusion, and safeguarding practices.
- Proactive problem-solving skills and adaptability to respond to needs during emergencies.
- Fluency in English and Arabic (written and spoken) is required for effective communication with stakeholders Donors, and team members.
- Ability to travel in the country and abroad.
