Overview
GovCIO is currently hiring for an experienced Subject Matter Expert (SME) in Navy Communication Systems and Spectrum Management to support advanced IT training initiatives and modernization efforts across its enterprise. This Pensacola-based role supports course development, lifecycle management, and strategic integration of RF communications technology in alignment with CIWT’s instructional mission. This position will be located in Pensacola, FL, and will be full-time on-site at Corry Station.
Responsibilities
- Provide expert-level support in RF communications systems and spectrum management relevant to the Navy’s IT Rating and Journeyman Communications Course (JCC) curriculum.
- Analyze communications plans to optimize channel allocations, reduce interference, and support both long-term and short-term site requirements.
- Coordinate modernization of communications systems curriculum in collaboration with CIWT and its subordinate IWTC commands.
- Support content development, curriculum revision tracking, and instructor coordination for RF Communications training courses.
- Attend course reviews, meetings, and workshops; monitor course convenes and report on course delivery effectiveness.
- Operate within CIWT’s course management ecosystem, including CeTARS and MRTS 3D virtualized training environments.
- Assess and recommend improvements to course content, delivery platforms, and supporting technical training equipment (TTE).
Qualifications
Required Skills and Experience
- Clearance Required: Secret
Minimum 10 years of experience in Navy communication systems and spectrum management.
Strong understanding of RF communication architectures, channel allocation strategies, and service allocations across different AORs.
Familiarity with training delivery architectures and staff-level course management.
Experience with Navy training systems, including CeTARS and MRTS 3D.
Proven ability to support enterprise-level training strategy, curriculum lifecycle, and stakeholder coordination.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process.
