LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group - is implementing the Long-term Exceptional technical Assistance Project (LEAP Global), a mechanism used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

Position Description

The Senior Technical Advisor - Emergency Supply Chain Management and Community Engagement will support the Ministry of Health and Family Welfare (MoHFW) in carrying out life-saving humanitarian assistance (LHA) in full alignment with the new Presidential Executive Order (EO) directives.  The primary focus of the Advisor will be technical leadership to ensure the successful implementation of cost-effective, lifesaving direct service delivery for tuberculosis prevention and treatment.

The Senior Technical Advisor - Emergency Supply Chain Management and Community Engagement will provide high-level technical assistance (TA) to the Ministry of Health and Family Welfare (MoHFW) to strengthen emergency health commodity supply chains management (ESCM) and improve community engagement and risk communication (RCCE) during health emergencies. The advisor will also coordinate with USG-funded partners to enhance national preparedness and response capacity for pandemics, disasters, and other health crises. The position will work closely with government counterparts and will report to the MoHFW leadership and Office of Assistance Coordination (ACOORD), U.S. Department of State as appropriate.

Responsibilities

Emergency Supply Chain Management (ESCM)

  • Support MoHFW in tracking, forecasting, and distributing emergency health commodities and supplies to ensure timely availability for affected populations.
  • Lead development of contingency supply plans, including logistics management information systems (LMIS), stockpiling strategies, and cold chain improvements.
  • Conduct national and sub-national supply chain assessments to identify bottlenecks, risks, and capacity gaps.
  • Train national and local stakeholders in emergency logistics coordination, warehouse management, and inventory control.

Risk Communication and Community Engagement (RCCE)

  • Develop and implement strategies to promote adoption of protective behaviors during health emergencies while ensuring continued access to essential services.
  • Disseminate timely, accurate, and culturally appropriate public health messages to guide community behavior.
  • Integrate community feedback into risk communication strategies to ensure responsive and evidence-based decision-making.
  • Build capacity of local health authorities, community networks, and frontline workers to address misinformation and enhance public trust.

Strategic Coordination and Knowledge Management

  • Actively participate in national and regional emergency coordination platforms (Health Cluster, Logistics Cluster, RCCE working groups).
  • Liaise with government, donors, UN agencies, and NGOs to ensure harmonized approaches.
  • Document and share best practices, challenges, and innovations in ESCM and RCCE activities.

REPORTING:

The Senior Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to the U.S. Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the AOR/COR.

Qualifications 

  • Advanced degree in public health, social sciences, supply chain management, or related discipline.
  • Minimum 10 years of progressively responsible experience in ESCM and RCCE.
  • Demonstrated experience in both USG and government of Bangladesh’s program design, implementation, and oversight.
