LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group - is implementing the Long-term Exceptional technical Assistance Project (LEAP Global), a mechanism used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

Position Description

The Senior Technical Advisor (Tuberculosis) will support the Ministry of Health and Family Welfare (MoHFW) and the National Tuberculosis Program (NTP) in Bangladesh in carrying out life-saving humanitarian assistance (LHA) in full alignment with the new Presidential Executive Order (EO) directives.  The primary focus of the Advisor will be technical leadership to ensure the successful implementation of cost-effective, lifesaving direct service delivery for tuberculosis prevention and treatment.

The Senior Technical Advisor (Tuberculosis) will provide necessary technical assistance (TA) and advisory services to the Ministry of Health and Family Welfare (MoHFW) and the National Tuberculosis Program (NTP) in Bangladesh. The role will primarily support the strategic coordination, planning, implementation, monitoring and reporting of USG-funded Tuberculosis (TB) activities, as well as assist in the coordination and oversight of Global Fund–supported TB programs. The advisor will work closely with government counterparts and will report to the National Tuberculosis Program (NTP), Bangladesh leadership and Office of Assistance Coordination (ACOORD), U.S. Department of State as appropriate.

Responsibilities

Strategic Planning and Grant Management

  • Provide TA to the NTP to develop, review, and revise annual work plans for USG-supported TB activities, ensuring alignment with project priorities, targets, and national TB strategies.
  • Support the effective delivery of TB services by leveraging both domestic and donor resources, including USG and the Global Fund, to maximize program impact.
  • Assist the NTP in the design and planning of new TB-related activities, contributing to technical strategies, activity design documents, and stakeholder consultations.
  • Provide guidance on the development, submission, and revision of Global Fund grant applications, work plans, and budgets, including support for reprogramming to achieve targets.
  • Participate in strategic discussions with the NTP, USG, Global Fund, and other stakeholders to ensure alignment of approaches and avoid duplication of efforts.
  • Support sustainability and transition planning to maintain TB program gains.

Technical Support and Capacity Building

  • Provide strategic guidance to scale up TB diagnostic and treatment services, including the use of advanced technologies such as AI-assisted X-rays, GeneXpert, and newer drug regimens.
  • Support national roll-out of MDR/XDR-TB care and treatment, with a focus on high-burden areas.
  • Strengthen TB detection and prevention among high-risk populations, including persons with diabetes, urban slum residents, and household contacts of TB patients.
  • Promote TB/HIV collaborative activities to improve detection and treatment of co-infections.
  • Expand access to TB preventive treatment (TPT) for eligible populations.
  • Enhance diagnostic capacity at national, regional, and sub-national levels, and promote use of portable diagnostics in remote settings.
  • Support community engagement strategies, including working with informal providers and community-based screening programs.
  • Encourage operational and implementation research to inform program improvements.

Coordination and Stakeholder Engagement

  • Facilitate coordination among the NTP, USG, Global Fund, and other stakeholders through regular partner meetings, technical working groups, and joint program reviews.
  • Support preparation and timely submission of technical and financial reports to USG and the Global Fund.
  • Represent the NTP in high-level technical and coordination meetings as a technical advisor.

Monitoring, Evaluation and Reporting

  • Support the NTP in monitoring the implementation of USG- and Global Fund-supported TB activities, including coordination with implementing partners to analyze performance and identify gaps.
  • Provide technical assistance to partners in reviewing and updating Monitoring, Evaluation, and Learning (MEL) plans to align with national priorities and donor requirements.
  • Conduct joint field monitoring visits with the NTP and partners, providing technical feedback and recommendations for improvement.
  • Assist in designing and implementing performance monitoring frameworks aligned with national and global TB indicators.
  • Review and analyze program performance reports to ensure accuracy and completeness and facilitate data-driven decision-making within NTP.

REPORTING:

The Senior Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to the U.S. Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the AOR/COR.

Qualifications 

  • Advanced degree (Master’s, PhD, or MD) in public health, epidemiology, health sciences, or a related field.
  • Minimum 14 years of progressively responsible experience in TB program management in Bangladesh.
  • Proven experience managing large-scale TB projects funded by USG and the Global Fund, with demonstrated financial and programmatic oversight.
  • Strong background in monitoring and evaluation, strategic planning, and stakeholder coordination.
  • Excellent communication skills, both written and oral, in English; Bangla proficiency highly preferred.
  • Knowledge of Bangladesh’s public health system, TB policies, and relevant legislation.
  • Ability to travel domestically as required and work effectively in team environments with diverse stakeholders.
