Job Summary:
The Payroll Manager oversees the payroll operations across Canadian and U.S. locations, ensuring accurate and timely processing of payroll, benefits administration, compliance with government regulations, and employee support. This role leads the Payroll and Total Rewards team, to deliver high-quality payroll and compensation services. The Payroll Manager will collaborate closely with Human Resources, Finance, and external partners to streamline payroll processes, maintain data accuracy, and support initiatives that enhance the overall employee experience.
Responsibilities:
- Lead and manage payroll operations for Canadian and U.S. sites, ensuring timely and accurate processing of payroll.
- Supervise and support the Payroll Specialist, Payroll Administrator, and Total Rewards Specialist.
- Oversee compliance with all federal, state/provincial, and local payroll and benefits regulations.
- Partner with Human Resources and Finance to align payroll and total rewards processes with company policies and objectives.
- Develop, implement, and maintain payroll procedures and controls for efficiency, accuracy, and compliance.
- Ensure accurate preparation, calculation, and distribution of payroll.
- Oversee government reporting and filings in Canada and the U.S.
- Review and approve journal entries and payroll-related accounting practices.
- Review and ensure accuracy of year-end processes, including preparation and distribution of T4s (Canada) and W-2s (U.S.).
- Serve as HRIS administrator and lead system improvements or integrations.
- Oversee benefits administration, including health and wellness plans, retirement savings programs, and incentive initiatives.
- Support the Total Rewards Specialist in administering compensation and benefits programs.
- Ensure compensation practices are competitive and compliant through benchmarking, job evaluations, and market pricing analyses.
- Partner with HR VP to execute annual compensation reviews, merit cycles, and bonus processes.
- Ensure accurate and timely processing of benefit enrollments, changes, and terminations in coordination with HR and Payroll.
- Monitor trends in payroll, benefits, and total rewards to recommend enhancements to improve employee engagement and retention.
- Provide regular updates to leadership on payroll compliance, risks, and opportunities.
- Ensure compliance with employment, payroll, and benefits legislation (e.g., ACA, FMLA, ERISA, COBRA, HIPAA, CRA, IRS).
- Support audits, regulatory filings, and benefit plan renewals.
- Other responsibilities and projects as assigned by the company.
Qualifications:
- Bachelor’s degree in Accounting, Finance, Human Resources, or related field (or equivalent experience).
- Minimum 5–7 years of progressive payroll experience, including Canadian and U.S. payroll.
- Prior leadership or supervisory experience required.
- Solid knowledge of payroll systems and HRIS integration.
- Strong understanding of federal, state/provincial, and local employment and payroll legislation.
- Excellent analytical, organizational, and problem-solving skills.
- Ability to maintain confidentiality and handle sensitive information with integrity.
- Strong communication and interpersonal skills, with the ability to support and lead a team.
- Payroll Compliance Practitioner (PCP) certification required
- Certified Payroll Manager (CPM), Certified Compensation Professional (CCP), Certified Benefits Professional (CBP), or PHR/SPHR considered an asset.
Work Environment:
- Hours of work may vary depending on business needs; flexibility required.
- Role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. The employee is regularly required to, stand, sit; talk, hear, and use hands and fingers to operate a computer and telephone; specific vision abilities required by this job include close vision requirements due to computer work
