The Opportunity

The Campaign Manager will implement advocacy campaigns, including legislative, regulatory and messaging-based efforts to remove barriers to employment for CEO program participants.  The primary responsibilities of the Campaign Manager will include translating CEO’s advocacy vision for economic and social mobility into on-the-ground multi-state campaign execution - coordinating partners, and engaging policy & organizing associates, participants and external consultants in campaigns.

Who We Are

The Center for Employment Opportunities (CEO) provides employment services to people recently released from incarceration. Across the United States, 8,000-9,000 people participate in CEO each year, transitioning to employment that supports themselves, their families, and their communities.

What began as a demonstration project of the Vera Institute of Justice in the 1970s to address employment barriers facing the formerly incarcerated following release in New York City has grown into the leading reentry employment organization in the country, where over 30,000 formerly incarcerated individuals have secured full-time employment since 1996.

Who You Are

  • You have 5+ years of experience in policy or advocacy related to justice reform, workforce, and/or public benefits access
  • You are experienced with federal and/or state legislation and working directly with policymakers to drive impactful change
  • You have successfully developed and implemented strategy to achieve policy objectives
  • You have lived experience with the criminal legal system and experience coalition building with directly impacted leaders

  • You’re eager to apply your experience and skill set within a fast-paced, mission-driven, and social justice-minded nonprofit organization 
  • You’re an outstanding communicator, able to communicate clearly and concisely verbally and in writing and to tailor your communication style to various stakeholders 
  • You’re have demonstrated experience in research and data analysis as well as using your findings to inform your perspective and decision-making
  • You’re confident in your ability to build relationships with public agencies, community-based organizations, and high-level public officials to develop, implement, and promote new programs and projects
  • You’re able to drive results both independently and as part of a team, all while working remotely with a geographically dispersed team

What You’ll Be Responsible For

Key responsibilities of the Campaign Manager include but are not limited to:

Issue Advocacy 

  • Inform and implement strategies for CEO-led legislative campaigns for barrier removal and economic mobility of justice impacted people
    • Lead translation of legislative strategy into annual multi-state campaign plans with accompanying timelines, deliverables and tactics 
    • Identify state-specific opportunities, their risks and fallback plans in service of annual objectives and broader campaign goals 
  • Create a structure for cultivating and strengthening relationships with other advocacy organizations and campaign partners, supporting them in advocating for CEO’s priority campaigns 
  • With support from the Director of Organizing, lead the launch of at least two non-legislative campaigns (communications or narrative-based) in coordination with the Communications team.
  • Coordinate day-to-day workstreams with policy and other internal teams, as well as external consultants and lobbyists. 
  • Monitor progress and flag challenges or course corrections proactively 
  • Engage state lobbyists leading legislative advocacy for CEO in collaboration with CEO state leads

Campaign Communications & Cross-Team Collaboration 

  • Develop and routinely update information for CEO’s policy and advocacy website in collaboration with the Communications team
  • Collaborate with other Organizing team members to connect individuals active in CEO’s program to legislative advocacy opportunities
  • Collaborate with CEO’s Communications team to develop messaging plans, digital advocacy content, and public-facing materials that support campaign goals.
  • Expand opportunities for CEO staff to engage with elected officials and collaborate with Program leadership to facilitate that engagement 
  • Track federal and state legislation and policy change related to CEO’s priority campaigns and share learnings with other teams at CEO
  • Ensure activities are well documented, track campaign milestones, deliverables, and outputs of campaign activity in Salesforce and assist in report preparation in collaboration with external affairs and senior team members on proposal development

PERFORMANCE GOALS

  • Manage a campaign focused on economic mobility/success, leading introduction of at least 2 CEO-sponsored bills, annually 
  • Secure at least 2 high profile opportunities to elevate our issues outside of the legislature 

Compensation and Benefits  

The salary range for this position is $91,400-$101,500/annually. CEO's compensation philosophy considers a variety of factors including experience, internal equity, and the labor market associated with the city in which the position is located. The labor markets associated with the cities in which CEO is based are variable, and the salary range included here reflects this. Our salary offer will fall within this range and will be reflective of the labor market of the city in which the position is based, as well the other factors named above.
