The Naval Undersea Warfare Center Keyport Division (NUWCDIVKPT) Detachment Pacific (Code 04/TDC) functions as NUWC’s forward presence in the Middle Pacific, Guam, and Western Pacific (WESTPAC) providing Detachment/Site Management in accordance with the Commanding Officer's (CO) letter of delegated authority to provide for program management, planning, policy, and execution of assigned programs and facility operations at the Detachment; monitor Safety and Occupational Health (SOH), physical and information security, personnel administration, including Equal Employment Opportunity (EEO) and professional development and morale, environmental compliance, appropriate interaction with all levels of Government and public affairs functions, site and area coordination for emergency preparedness, facilities management and space utilization, site material readiness, proper use of Government equipment and proper expenditure of funds, and adherence to good management practices and controls; manage the Detachment/On-Site Office (OSO); perform Navy programs duties under authority; manage military personnel allowance in accordance with Navy regulations, including Article 15 authority (non-judicial punishment); and serve as the Command's representative to the local installation CO or facility host in negotiating for utilities, security services, and facility maintenance. Divisions supported within this task are Hawaii Fleet Test and Operational Assessment Division (Code 24), Pearl Harbor Torpedo Division (Code 34), and Fleet Technical Support Division (Code 45).

 

Reporting to the Program Manager, the Sr. Operations Research Analyst will provide technical and administrative test and evaluation (T&E) support for current USW Combat and Weapon Systems on U.S. Navy and FMS AEGIS equipped surface ships Combat System Ship Qualification Trials (CSSQT) in support of PEO IWS; Developmental, Integrated and/or Operational Testing (DT/IT/OT) in support of COMOPTEVFOR; and, shipboard testing support for other customers as required on the Hawaii Detachments Support Services contract. This position is located in Ford Island, HI.

What You'll Do

  • Provide technical support in the planning, execution, analysis, reporting and system engineering of surface ship USW Combat System T&E events.
  • Provide support in planning tests to evaluate equipment performance, determine system test requirements specific to scheduled test ship configurations and baselines.
  • Provide support devising test scenarios, detailing target geometries and identifying test resource requirements to ensure safe test event execution.
  • Support T&E execution which includes test, operation, maintenance, troubleshooting, data collection and reporting of USW Combat System performance utilizing established and approved Navy procedures.
  • Serve as a member of the shipboard USW Combat System test team as the subject matter expert (SME) on the equipment assigned to oversee scheduled system tests, record, document and report results in a format and structure consistent with test plan.
  • Conduct tests using various types of test instrumentation and shall assist the test team and ship’s force in the test, operation, maintenance and troubleshooting of the assigned system.
  • Collect data in accordance with the test plan.
  • Observe and support the execution of live fire test events to ensure events are conducted in a safe manner.
  • Support data analysis, evaluation of system test results, assist in the preparation of the final report with respect to findings, conclusions, and recommendations for their assigned areas.
  • Assist in developing processes and procedures to support future surface ship USW Combat System T&E requirements.
  • Provide System Engineering (SE) support by reviewing existing T&E processes and procedures with the goal of continuous improvement as well as planning for future requirements. SE will include providing support to Government inquiries regarding technical issues associated with testing requirements, data collection, data analysis, and reporting methodologies to improve effectiveness and efficiency, lowering cost, and/or modifying processes to seek a new desired end state.
  • Assist in the research, design, development, or testing of electronic components and systems for use in instruments and controls for Government use.
  • Assist in identifying future test requirements, test equipment modification, and recommend redesigning testing methods and methodologies as necessary to meet future needs.
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We're Looking For

Required Qualifications:

  • Must have the ability to obtain and maintain a secret clearance.
  • Seven (7) years active-duty U.S. Navy experience or seven (7) years civilian employment in U.S. Navy Shipyards, Warfare Centers, or Defense Contractor working on U.S. Navy Sonar Systems.
  • Four (4) year’s total experience in 89 System SMEs (preference: A(V)15 experience.
  • Travel and/or underway time on-board Navy ships or submarines shall be required to support this task. Extensive travel and at-sea underway periods are required to Fleet Test Ranges, ship homeports and FMS ports.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications: 

  • Bachelor of Science degree from an accredited university in engineering or a related technical field is desired.
  • Subject Matter Expertise (SME) as a Combat System Ship Qualification Trials (CSSQT) AEGIS Technical Lead is highly desired.

Physical Requirements:

  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking. 
  • The ability to lift items that may weigh up to 50 pounds. 
  • The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as performing regular shop activities, inspections, or to observe and study operations in an industrial or comparable work area, or on-board ships, submarines, and/or in weapon facilities. 
  • The ability to operate heavy machinery and industrial tools with limited to no supervision. Examples may include but are not limited to: Electric/Diesel Forklift, CNC Milling Machine, Welding/Soldering, CAT III Overhead Crane, pallet jack, "Big Joe" stand-behind pallet lift mechanism, and more.
