The Employee Services Division of the Oregon Department of Corrections is actively recruiting for a Senior Policy and Payroll Coordinator. The position may be located anywhere in the state, with the final work location determined at the time of appointment. This position is designated as hybrid remote, allowing flexibility to work from home. However, the employee is required to report to the office periodically, as scheduled and agreed upon with their manager.
This position is represented by American Federations of State, County, and Municipal Employees (AFSCME).
About the Job – Your Role
As the Senior Policy and Payroll Coordinator, you will guide and support the Department’s payroll program, which ensures timely and accurate payments to approximately 4,700 employees across multiple independent payroll offices. You’ll maintain expert knowledge of Workday HR and Payroll systems, as well as applicable laws, policies, and agreements, using this expertise to provide clarity and resources on state payroll processes. In this position you'll consult with and train payroll staff on procedures, system changes, and policy updates, while also resolving complex, case-specific issues related to employee pay and benefits. You’ll manage requests for special, rewritten, and termination checks, ensuring accuracy and compliance. A thorough understanding of PERS retirement tiers, PEBB benefits, and related Workday processes is required to support payroll analysts and assist with benefit-related transactions. You will also collaborate with PERS and PEBB representatives, including performing reconciliations when needed, to support accurate benefit administration.
Minimum Qualifications:

- A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; OR
- Any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.

- Skilled in processing reimbursements and working with external partners
- High level of accuracy and accountability in handling sensitive payroll data
- Thorough knowledge of and ability to ensure compliance with labor laws, collective bargaining agreements, and payroll-related regulations (e.g., FLSA, FMLA, COBRA, PERS, DOL/BOLI, CHRO policy)
Preferred Skills
- Proficient in using and navigating Workday HR and Payroll systems
- Proficient in querying and analyzing data using Workday/OSPA Datamart
- Experience providing consultation, training, and support to staff on payroll procedures
