To establish and administer contracts for goods and services that meet customer expectations regarding quality, quantity and price in accordance with applicable laws and policies.
How you will contribute:
Contract Administration: Coordinate and analyze feedback on contracts. Recommend default action or contract cancellation and find alternative services. Serve as contract administrator or designate a contract administrator to ensure terms and specifications and scope are met. Serve as liaison between vendors and users.
Contracts and Documentation: Assist users in selecting best procurement methods and documentation requirements. Make contract documents available to users and determine appropriate goods and services for term contracts. Provide guidance to end users on contract related discrepancies.
Guidance: Provide oversight of district procurement activities.
Interpretation of Policies and Procedures: Follow policies and procedures for the Governor's initiative for DMBE certified small business participation.
Procurement of Goods and Services: Provides procurement and contracting goods and services for Districts and Divisions statewide in support of the Consultant Procurement process, using competitive negotiation (RFP) process and competitive sealed bidding (IFB or RFQ).

Ability to use logic and reasoning to identify strengths and weaknesses of alternative solutions to problems.
Knowledge of contract administration policies and procedures.
Knowledge of federal, state and local procurement laws, regulations, policies and practices.
Knowledge of the principles, practices and techniques of large scale governmental procurement.
Knowledgeable in procurement activities such as competitive sealed bidding, competitive negotiation processes associated with commodities and professional and non-professional services.
Skill in preparing contract documents and other procurement documentation.
Skill in preparing contract documents and procurement documentation.
Skill in the use of computers and software applications.
Minimum Qualifications:
Ability to obtain Virginia Contracting Officer (VCO) certifications.
Ability to process procurements in accordance with established policies, procedures and guidelines.
Experience applying state, local procurement laws, regulations, and practices.
Experience formulating term contracts for the purchase of goods and services.
Experience in contract administration.
Skill in providing and promoting good customer service to customers.
Skill in resolving contract performance issues and disputes.
Skill in the use of computers and software applications.
Additional Considerations:
A combination of training, experience, or education in Business Administration, Public Administration or related field desired.
Experience managing goods and services procurements in a large, multi-dimensional/diverse business environment.
Possession of Certified Virginia Contracting Officer (VCO) certification.
