General Description and Classification Standards:

The Construction Project Manager I oversees green infrastructure projects for stormwater treatment and management, from conceptual development through design and construction; develops scopes of work, cost estimates, and bid documents for Office of Watershed Protection projects and programs; establishes green infrastructure best management practices to address drainage or water quality issues; oversees construction of green infrastructure practices and performs inspections; and maintains compliance with local, state, and federal regulations.

Supervision Received:

General oversight will be provided by leadership, focusing on end results; however, the Construction Project Manager is expected to make decisions on technical issues, diagnoses, or procedures in collaboration with supervisors and managers. They may make purchasing or resource allocation decisions within organization guidelines and select from multiple procedures and methods to accomplish tasks. 

Essential Duties and Responsibilities:

These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.

  • Oversee planning, design, scheduling, and construction of green stormwater infrastructure projects. 
  • Develop scope of work for each project that includes budgetary numbers and the goal of each project, maintaining compliance with local, state, and federal regulations. 
  • Coordinate with the design team to develop CAD project drawings. 
  • Review the designs, plans, and the scheduling of project. Complete constructability reports of designed projects, as needed.
  • Direct project field inspection and/or engineering staff, as appropriate, ensuring that project deadlines are met. Format and design inspection forms.
  • Attend progress and field meetings; represent the City of Atlanta as the owner’s representative for green infrastructure construction projects.
  • Mitigate potential risks by incorporating clear verifiable safety and quality requirements and procedures; and enforce the contract requirements for work plans, accurate specifications, and safety.
  • Oversee the entire construction process and manage job costs and budgets.
  • Manage multiple projects at once to develop, maintain, and ensure adherence to progress schedules.
  • Prepare subcontractor scopes of work.
  • May perform other duties as assigned.

Knowledge Skills and Abilities:

This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully, it is not an exhaustive list.

  • Knowledge of materials, methods, and the tools involved in the construction. 
  • Extensive knowledge of stormwater management design (namely green infrastructure practices).
  • Knowledge of surveying, planning, design, engineering, and project management.
  • Skilled in the use of software to create well-structured reports, spreadsheets, presentations, proposals and other documents. 
  • Familiarity with CAD/GIS software and drafting procedures. 
  • Skilled in preparing effective and strong oral and written communication.
  • Skilled in reading and interpreting legal descriptions of property.
  • Excellent prioritization and project development skills.
  • Ability to maintain effective interpersonal relationships at all organizational levels and with the public.
  • Ability to demonstrate tact and diplomacy when dealing with difficult or sensitive situations.
  • Ability to work effectively as part of a team or independently to ensure goals are met effectively and efficiently. 

Minimum Qualifications:

Education and Experience 

  • Bachelor's Degree in Construction Management or related field
  • Three (3) to Five (5) years of design and project management experience including experience in engineering leadership role.

Licensures and Certifications – None 

Preferred Requirements  8+ years of experience, Certified Construction Manager (CCM).

Work Environment:

Required physical, lifting, and sensory capabilities are requirements to perform the job successfully. Typical environmental conditions associated with job.

Lifting Requirements: 

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.

Work Schedule:
This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.
