Job Description:

主要职责 PRINCIPAL RESPONSIBILITIES:

包括但不限于设备部门，软服务部门、EMA 部门协作，完成工厂级别相关
设施的单点联系。了解工厂的战略和目标并将其作为全球化公共设施标准
体现在相关的技术服务中； Work with other relevant departments including,
but not limited to, the equipment department, the soft service department and
the EMA department to enable them to serve as site level facilities single point
of contact, understand site/platform strategies and expectations and translate
them into facilities and site service solutions as part of a site/platform master
plan in line with global facilities standards;

确保全部公用设备均处于高效，可靠，高质量的现场维修和运行模式，有效
的平衡内外部资源包含服务供应商。负责解决相关的技术问题； Ensure
efficient, reliable, and high-quality deployment of site maintenance and utilities
operations within scope and all facilities operations, utilizing an effective balance
of internal and external resources including service providers. Accountable for
the resolution of technical and operational issues that may arise;
 遵循所有与 GMP 相关的法规，确保所有设备的功能与适当的维护； Ensure
the functionality and the proper maintenance of all equipment for the facility
department in compliance with all GMP;
 设定，追踪并完成年度维修目标包括可度量的改善目标。负责聚焦在这些
方面的持续改进项目； Lead setting, tracking and achievement of annual
facilities goals and objectives including metric improvement targets. Sponsors
continuous improvement activities focused on these goals;

支持部署 ME2 的有效性，可靠性，资产管理和工厂的校准程序。确保设施
组织维修设备聚焦在 ME2 和 RCM 系统下良好的实践性。设备正常运行时间
是一个关键的成功指示； Support deployment and effectiveness of the ME2,
Reliability, Asset Management and Calibration Programs at the site. Assure the
facilities organization maintains equipment with a focus on sound practices
identified by ME2 and RCM. Equipment uptime is a key indicator of success;
 在财务预算的前提下发展并管理年度目标； Develop and manage to annual
goals and objectives along with financial budgets;
 建立并管理供应商，确保工作质量并符合所有的公司策略与相关准则；
Establish and manage relationships with contractors to ensure quality of work
and compliance with all company policies and regulatory guidelines;
 与工厂的合规、质量、EHS 部门共同合作推动合规项目的履行。与 EHS、
QA、合规部密切合作确保遵守全部的规范与地方的要求。 Partner with
Compliance/Quality/EHS site based organizations to drive harmonization and

fulfillment of compliance programs. Liaise closely with the EHS and
QA/compliance functions to ensure compliance with all regulatory and local
requirements.
 确保日常操作符合特殊药品安全管理制度及相关文件要求。
Ensure that daily operations comply with control substance safety management
system and related document requirements.
 作为特殊药品安全管理机构人员，履行以下主要职责中的一项或多项：
• 组织制订安全管理文件，并指导、监督文件的执行。
• 负责指导并监督特殊药品生产全过程的安全管理工作。
• 负责对供应商和购买方的合法资质以及供应商销售人员、购买方
采购人员的身份证明进行审核。
• 对安全管理人员和直接接触特殊药品人员进行资质审核，签订安
全管理责任书或岗位职责确认文件。
• 组织开展安全管理教育和培训。
• 负责对运输单位的资质和安全管理能力进行审核。
• 负责管理监控系统和报警装置，定期组织检查，保证正常运行。
• 负责指导设定计算机化系统安全管理功能。
• 负责对安全管理情况进行回顾分析。
• 负责异常情况和安全事件的调查、处理及报告。
• 组织实施安全管理体系的自检，并对安全风险管理措施的有效性
进行评估。
Perform one or more of the following duties as a member of the control
substance safety management organization:
• Organize the formulation of safety management documents, and guide
and supervise the implementation of documents.
• Responsible for guiding and supervising the safety management of the
whole process of production of control substance.
• Responsible for reviewing the legal qualifications of suppliers and buyers,
as well as the identity certificates of suppliers' sales staff and buyers'
purchasing staff.
• Conduct qualification for safety management personnel and personnel in
direct contact with control substances, and sign safety management
responsibility letters or job description.
• Organize safety management education and training.
• Responsible for reviewing the qualifications and safety management
capabilities of transportation units.
• Responsible for the management of monitoring system and alarm device,
organize regular inspection to ensure normal operation.
• Responsible for guiding the setting of computerized system security
management functions.
• Responsible for review and analysis of safety management.
• Responsible for the investigation, handling and reporting of anomalies
and security incidents.
• Organize the implementation of safety management system self-inspection
and evaluate the effectiveness of safety risk management measures.
