Job Description

The PMO Lead will be responsible for establishing, managing, and overseeing the Program Management Office (PMO) for a large-scale Nuclear New Build project in the Netherlands. This role requires extensive experience in setting up governance frameworks, processes, and tools to support the delivery of complex nuclear infrastructure projects. The PMO Lead will ensure alignment with international standards and best practices, providing strategic oversight across planning, execution, and risk management.

Key Responsibilities:

  • Lead the establishment and implementation of the Program Management Office to support the nuclear new build program.
  • Develop and enforce project management methodologies aligned with PMBOK, PRINCE2, or IAEA Nuclear Project Management Guidelines.
  • Define and implement program governance structures, decision-making frameworks, and reporting mechanisms.
  • Oversee project planning, scheduling, budgeting, cost control, and resource allocation for all phases of the nuclear program lifecycle.
  • Develop integrated project controls systems, including Work Breakdown Structures (WBS), key performance indicators (KPIs), and performance dashboards.
  • Manage risk identification, mitigation strategies, and quality assurance processes to ensure compliance with nuclear industry standards (ISO 9001, ISO 19443).
  • Support regulatory compliance with nuclear safety, security, and quality requirements.
  • Coordinate with multidisciplinary teams, technology suppliers, and external stakeholders to align PMO activities with project objectives.
  • Facilitate knowledge transfer and training to enhance the Contracting Authority’s internal project management capabilities.

Qualifications

Qualifications & Experience:

  • Education: Master’s degree (or equivalent) in Engineering, Project Management, Nuclear Sciences, or related discipline.
  • Experience:
    • Extensive proven experience in developing and/or managing a Program Management Office for nuclear new build projects.
    • Demonstrated ability to manage large, complex infrastructure programs, ideally with budgets exceeding €500 million.
    • Strong track record in implementing project governance and control frameworks in the nuclear energy sector.
  • Skills:
    • Expert knowledge of project management methodologies and tools (e.g., Primavera P6, MS Project).
    • Strong understanding of nuclear project lifecycle phases, from licensing to commissioning.
    • Exceptional leadership and organizational skills to coordinate multidisciplinary teams.
    • Excellent stakeholder engagement and communication skills, including interaction with regulators and government agencies.
    • Fluency in English (C1 level required); knowledge of Dutch is an advantage.

  • Ability to work full-time on-site at the Contracting Authority’s premises.
  • Pre-employment screening, including a ‘certificate of no objection’ (AIVD clearance).
